PLANNING COMMISSION APRIL 13, 1982 PAGE 2 <br />non-exclusive easement since this business is basically a <br />night time business. According to Mr. Richland, the Archi- <br />tect, there is sufficient parking for the existing stores <br />and the planned future expansion of this northerly section <br />to conform to the City Codes. Mr. Gorris questioned the <br />exit from Chi Chi's to the existing right-turn-only exit <br />drive. Mr. Richland stated that the traffic patterns*were <br />studied by William Jackman Associates. Parking for bus <br />riders will be relocated. Mr. Perla stated that the <br />Commission should see an overall traffia study of the area <br />including the planned future development. R. Perla moved to <br />r:efer the Chi Chi`s restaurant proposal td the Architectural <br />Board of Review and also to the Safety Department for a <br />traffic study as to the flow of traffic within the parking <br />lot in terms of crosswalks, stop signs, and ingress andO 411 <br />egress on to Lorain Rd. Also, how the addition of these two <br />developments plus the strip, plus the bank building meet <br />the parking requirements of the entire development, seconded <br />by B. Gorris, and unanimously approved. <br />(3) J. Friedrich Construction Co., Inc. Mastick Rd. (south of <br />Brookpark Rd. abutting Fairview Park City Line) <br />Proposal to construct apartments. <br />Mr. Gundy explained that these plans conform with the Ordi- <br />nances in terms of set backs and parking. He advised that <br />according to the Law Department the access from multiple <br />family into a Single Residential neighborhood is permissible. <br />There are three parcels involved which will require assembly <br />if approvals are given for the project. There will be 32 <br />suites.and 26 garages with additional outside parking. The <br />Commissio.n questioned access for fire vehicles. Interested <br />neighbors were asked to view the plans. They were concerned <br />with drainage since there is a water problem in the neighbor- <br />hood. They were advised that the developer would have to <br />provide a retention system so that no additional water will <br />drain off onto adjacent property. They were told that the <br />Engineering Department would have to approve storm and san- <br />itary sewer plans before construction. The neighbors were <br />also concerned about some type of fencing, screening, and <br />landscaping. T. Morgan moved to refer the J. Freidrich Con- <br />struction Co. proposal for apartments to the Architectural <br />Review Board with particular emphasis to be paid to the <br />screening and fencing from adjacent property owners and to <br />the Safety Department for review of ingress and egress on <br />Mastick Rd. and for possible problems; such as, turn around <br />at the rear of the development for safety and fire vehicles, <br />seconded by R. Perla, and unanimously approved.
