<br />PLANNING COMMISSION APRIL 27, 1982 PAGE 4 <br />Both items were heard together. Mr. Richland of Great <br />Northern Development Co. stated that the developers were <br />in agreement with the recommedations of the Architectural <br />Board of Review of April 19, 1982, including the mansard <br />treatment on Pick 'n Pay and that a lighting and mechanical <br />plan will be submitted. Pertaining to the recommendations <br />for Chi Chi's they will replace the sidewalk (eliminating <br />the planting strip) along Lorain Rd. In reference to the <br />openings onto the exit drive off the main drive, he ex- <br />plained that the right turn land would be defined by cur.bs <br />making it practically impossible to turn left onto Lorain <br />Rd. In respons.e to the parking survey requested by the <br />Commission, Building Commissioner Gundy stated that the <br />parking for the entire shopping center at the present is <br />in excessL818 parking spaces, and with the additional <br />park.ing pr? ?ed for the two new developments, the parking <br />will be in excess by 846 spaces. The Commission advised <br />Mr. Richland that the lighting and mechanical plan requested <br />by the Architectural Board would not have to be referred <br />further to the Planning Commission. Because of the right <br />turning lane planned for the Lorain Rd. exit drive the Com- <br />mission agreed that the opening requested,by the Architecr <br />tural Board off the main drive would not be necessary; and <br />both entrance and exit drives could remain as originally <br />planned off the 24' drive (drive can be exit and entrance <br />from Chi Chi's, but one way exit only at Lorain Rd.) How- <br />ever, the Commission would like both the green planting <br />strip and the sidewalk in front of Chi Chi, and also had <br />concerns regarding how far the sidewalk would be from the <br />roadway. Chairman Gorris requested a revised site plan <br />showing how far the sidewalk would be from Brookpark Rd., <br />showing how Brookpark actually cuts in at Lorain Rd., where <br />the existing sidewalk is now, and how it can be ma.de better, <br />and where the crosswalk is. Sidewalks abutting parking <br />area can be made 3' wider in order to be used as bumper <br />stops (this will make spaces appear to be shorter). Mr. <br />Roberts and Councilman Woerple agreed thatthere should be <br />some kind of walkway from the south side of the Plaza to <br />Pick'n Pay on the north for pedestrians crossing from the <br />main plaza; such a walkway could tie in with the existing. <br />landscape islands. Chairman Gorris made a motion with the <br />plans to be approved contingent upon the sidewalks and wal.k- <br />way. Mr. Richland protested the contingency, since that <br />would infer that the plan would be disapproved if the walks <br />were not installed. He could not agree to the walks with- <br />out approval from the Developers. The Commission was in <br />agreement that the building plans were acceptable, however, <br />they did want to see what-could be presented for the walks <br />before granting approval of the entire development.
