PLANNING COMMISSION JULY 27, 1982 PAGE 3 <br />(7) Community Bank Building, 26777 Lorain Rd. (Added to Agenda) <br />Proposal to change parking area <br />Heard•(by:Planning Commission July 13, 1982 • <br />Mr. Gundy and Mr. Lieberman of the Community Building presented <br />the revised plans which include some of the recommendations made <br />by Planning Commission on July 13, 1982. In response to the <br />Safety Department's report, Mr. Lieberman elarified that there <br />would be new plantings and curbs separating the parking areas <br />from the street and.they are willing to leave the opening in <br />the median strip in front of the church entrance to a11ow en- <br />trance and exit from both lanes, and the south west entrance <br />can be in line with the service road. Cross walks and stop <br />signs will be installed. T: Morgan moved that the parking ex- <br />pansion plan of the Comnunity Bank Building be approved with <br />the following conditions which have been agreed upon: 1) that <br />a grass buffer strip be installed on the new parking area so as to <br />prevent access from the parking lot to the relocated road, 2) <br />that the current break in the median strip across from the church <br />continue to exist as it is, 3) that Captain Brow's recommendation <br />relative to the location of the south west entrance to the park- <br />ing lot be in line with the service road, 4) at the south east <br />corner of the parking lot that a walkway be so designated to the <br />existing shopping plaza walkway and also, that a walkway be de- <br />signated at the south west corner, seconded by J. Burns, and <br />unanimously approved. <br />(8) Arby`s Restaurant, 26368 Lorain Rd. (Added to Agenda) <br />Proposal to construct Drive-thru window <br />Rejected by Planning Commission May 25, 1982 -•- . <br />This proposal was originally rejected by Plarining Commission and <br />subsequently by the BZD Committee and by City Council. Mr. <br />Draeger, the Architect, has now submitted the revised plans which <br />had previously been requested by Planning Commission. Mro Gundy <br />presented these revised plans to the BZD Committee on July 22nd <br />and they have referred them back to Planning Commission. Mr. <br />Draeger explained that the owners of the Arby_property and the <br />owner of Milton'g Restaurant had not come to an agreement in <br />time for the previous meetings, however they have now decided <br />that Milton's can use the exit off Silverdale. The Commission had <br />also rejected the proposal partially on the basis that the apron <br />of the drive was on adjacent property. Mr. Draeger contends that <br />the apron is actually public right of way and should not be con- <br />sidered as private property. He also stated that the restroom <br />door will be changed so that it will be unnecessary to use the <br />2.' walkway adjacent to the driveway, and that the east exit <br />door will be an emergency exit only. The Commission agreed that <br />they needed time to restudy and review these revised plans and <br />Assistant Law Director Dubelko would like to study the apron
