Mongello, Architect, presented the re- <br />vised site plan explaining.that there were two plans, one with a <br />47' front landscaped area and an alternate plan with a 27' land- <br />scaped area. The latter must be used if a fire lane in front of <br />the building is required by the Fire Department. The Mayor will <br />be discussing this with the Fire Department on.Thursday. The <br />southern property line will be landscaped with twenty-eight 6' to <br />8' pine trees to screen Butternut Ridge properties from the Service <br />yard. Neighborsviewedthe plans and they questioned why they had <br />not been notified earlier. They had many objections: the front <br />parking on a residential street; the serviee yard which abuts res- <br />idential property and which they claim will be unsightly, service <br />vehicles using Dover Center Rd;tl the size of the service yard <br />which is much larger than the existing service yard in North <br />Olmsted Park. They.believe that the service yard should be re- <br />duced in order to have a larger buffer area (at least 20') on the <br />rear propertyline. They questioned why afire lane would be re- <br />quired when the'seven story Community Building has none. Service <br />Director J. Corrigan stated that unless there was an emergency, the <br />service trucks would not use the Dover Center Road entrance and in order to provide services necessary,. the service area as planned <br />was not over-sized. At some time in the f uture, he would like to <br />see the bus facility moved to another location in order to keep <br />all the service vehicle storage inside. Mayor Swietyniowski <br />stated that the existing 6' stockade fence at the City's rear <br />property line was set in 5' so that the abutting property owners <br />already had a 5' buffer. Council Members Petrigac and Bierman <br />were in favor of an enlarged buffer strip or a brick wall in <br />place of the fence. Mayor Swietyniowski suggested that the buffer <br />strip could be added after the complex was in use, at which time <br />it could be determined if it were necessary. Assistant Law Dir- <br />ector Dubelko advised the Commission that the City is not bound <br />by the Zoning Codes and the.City-Charter empowers the Planning <br />Commission only to approve the appropriate use of the land,.not <br />the specific details of the building on City properties. Mayor <br />- Seietyniowski that the City will take into consideration any rec- <br />ommendations of the Planning Commission. After some discussion, <br />the Commission agreed an additional 5' buffer strip should be in- <br />cluded along the rear property line and that 2 parking spaces <br />could be eliminated and landscaped to provide some screening from <br />Dover Center Rd. T. Morgan moved that the landscape plans for <br />the proposed administration building, service garage, bus garage <br />complex as presented this evening (plans as per September 14, 1982 <br />revision which shows a 47' landscaped set back from Dover Center <br />Road) be approved. In addition, a 5' buffer strip will be in- cluded with appropriate plantings to provide a noise and site <br />buffer along the entire southerly property line. This buffer <br />strip will, in effect be actually 10°; since the existing fence <br />is 5' from the city property line. The architect is to take <br />into account the existing foliage (trees, etc) on the adjacent <br />property and add similar type landscaping on the buffer strip. <br />This 5' buffer zone will start at the south line of the parking
