<br />PLANNING COMNIISSION APRIL 8, 1980 PAGE 3 <br />the adjoining property to accommodate the rink. It was pointed out <br />that many of the skaters are children and that there is a big drop-off <br />rate and that few cars park for the entire session. There is parking <br />provided by 378 spaces, maximum occupancy would probably be 800 people <br />at one time, an average session has about 450 peoplee P rime hours of <br />operation would be evening hours, 8-11 p.m., the late sessions on week- <br />ends would end at approximately 1 a.m. Assistant City Engineer'D. <br />P1cDermott pointed out that all traffic will exit ontoNLill Rd. which is <br />only a 40T right-of-way and is below code. The Saturday afternoon <br />hours would conflict with peak traffic hours on Lorain and Dover <br />Center but the evening hours would be held after the peak traffic <br />time. Chairman Bugala questioned what type of security would be <br />provided inside the building and in the parking lot, since there are <br />frequestly problems which will involve the safety and rescue senrices <br />of the City. It was explained that the rink itself is completely <br />open and visable, and that there would be exterior lighting, and if <br />it is necessary p rivate security will be provided. Mr. Lynn, a <br />representative of Mill Garden Condominiums and other neighbors opposed <br />the plans on the basis of increased traffic, the late hours, the fact that the patrons will cut through private property, that it <br />will p rovide a place to congregate, and that the nursing home across <br />would also have problems with cars turning in their driveway. Council- <br />woman Y. Petrigac, a skater herself, stated that there is a need for <br />a skating rink in North Olmsted, but she questioned the necessity of <br />the late sessions, and shares the concern with the residents as to the <br />traffic problems that will result. Dr. Bernstein stated that if it <br />was considered necessary, they could scale down the facility. The <br />Shezwin Williams representative stated that their plant will not be <br />expanding as originally planned and their operation will be dimin- <br />ishing in the next 2 years. Jim Johns, a student, also stated that <br />there is a need for a roller rink and that if there were a left turn <br />only on to Mill Road it would divert the traffic onto Porter Rd. <br />and eliminate the use of Dover Center. Because of the complex <br />traffic problems the Commission feels that it is necessary to refer <br />this to the Safety Department. J. Roberts moved to refer the North <br />Olmsted Skating Rink to the Architectural Board of Review and <br />request a safety review by the City and a report to the Planning <br />Commission, seconded by R. Perla, and unanimously approved. <br />IV. NEW DEVELOPMENTS AND SUBDIVISION: <br />(a) Sherwin Williams Sub division <br />232-12-2 and 232-12-4, which <br />on both Mill Road and Lorai.n <br />This item was discussed ab ovi <br />T.tem (d).
