1. A variance for no concrete curbing; code requires accessory parking areas to be defined by <br />continuous concrete curbing, applicant shows none, section 1139.08(e)(2). <br />Note: Clarify sign placement. A variance for ground sign location is not required if it is placed <br />in accordance with the landscape plan and site survey received 7/19/12. <br />Mr. Boss was administered the oath. He said he would like to install pervious concrete pavement <br />in lieu of installing continuous curbing in the customer parking area. Ms. Rudolph aslced if the <br />pervious pavement could accommodate the weight of the warehouse equipment. Mr. Boss <br />reviewed pervious pavement installation and continuous curbing purposes both of which would <br />be used on the site. Only the area shown as pervious will not include continuous curbing. Mr. <br />McReynolds asked if the ground sign would be placed to the west and Mr. Boss said the ground <br />sign would be inoved to ineet code. The island in the middle of the ingress/egress point will <br />remain and include landscaping. Ms. Wenger said the pervious pavement is limited to the <br />parking area and noted it was more ecologically fi•iendly then asphalt. Mr. Lopez said he was <br />familiar with pervious pavement and thanlced the applicant for using sustainable materials in his <br />project. Board members had no objections to eliminating concrete curbing in the parking area. <br />Mr. Lopez moved, seconded by Ms. Bellido, to grant CMS12-04 Boss Family of 31084 Lorain <br />Road a vai•iance for no concrete curbing; code i•equires accessory parking areas to be <br />defined by continuous concrete curbing, lpplicant shows none, section 1139.08(e)(2), which <br />passed 5-0. <br />CMS12-18: St. Richard Church; 26855 Lorain Road <br />Proposal consists of amendments to the approved site plan including parking and access. The <br />following variance is required: <br />1. A variance for 156 parking spaces, code requires 394 based on permitted occupancy, <br />applicant shows 238, section 1161.05. <br />Note: Actual parking loss will be 64 parking spaces due to previously granted landbanlced <br />parking. <br />Maryellen Staab of Catholic Charities Housing Corp, Father Charles Stollenwerk of St Richard <br />CI1L11CI1, Michael Cappabianca of St Richard School, Tom Ciha of MeSteen and Associates, and <br />John Lasko were administered the oath. Ms. Staab said although the senior housing and church <br />parking lot are separate projects each one affects the other. Denying the variance would <br />adveisely impact the senior housing which is needed. Father Stollenwerk said in 1999 when the <br />church expanded there were twice as many parishioners as there are today. North Olmsted code <br />requires a parking space for every 2.5 seats which is more restrictive then surrounding <br />communities. The parking lots are only fiill during major holidays and the percentage of <br />members attending weel<end inasses has declined. The church was granted landbanlc parking 12 <br />years ago for the expansion which has never been needed. Mr. Cappabianca said parents' route <br />for dropping and piclcing up their children would not change. The children's playground area, <br />although moved north, is the same size. Mr. Ciha said research shows North Olmsted code to be <br />restrictive and to purchase additional property only to pave for parking would not be feasible. <br />They are seeking relief from the code to be allowed to have 238 parking spaces. Mr. Lasko said <br />he serves on the church finance committee. He reviewed the number of registered parishioners <br />and students fi•om 1999 to present which significantly declined.
