comparing previous variances granted to those currently needed, Westfield requires a variance for <br />an additional ground sign and possibly its placement being within the line of sight triangle, therefore <br />more detail is required on its placement. Regal Cinema requires a variance for an additional wall <br />sign, sign face area, height of sign and for a wall sign projecting over the top edge of the roof. Rail <br />requires variances for the height of signs, having two additional canopy signs, and the space <br />between canopy and other signs being less than two feet. <br />Mr. Vacanti said they wished to update their 2011 approvals for two of the tenants. The site is 80 <br />acres over a million square feet of space with building setbacks from the right of way ranging from <br />500 to 1,000 feet. The variances required for both tenants are for signage which is due to the unique <br />layout of the mall. The proposed ground sign will be placed to code therefore one variance request <br />is withdrawn. Mr. Poppinga said the ground sign is a way finding sign needed to direct vehicular <br />traffic. Ms. Ainold said the corner marquee sign will guide vehicles to the designated parking area <br />as they don't have a direct entrance into the theater. The Regal sign and logo is only three feet wide <br />but vertically orientated making them 22 feet high. The Regal sign was scaled back as much as <br />possible to try to accommodate local zoning codes. The five hundred foot setback from the right of <br />way minimizes the visibility of the sign therefore the marquee sign is critical to the cinema. The <br />sign is below industry standards for visibility as well as Regal's standard size signs. <br />Mr. Rerko asked about the LED lights being installed between the reveal of the EIFS panels and its <br />appearance during the day. He likes the feature and the effects of the lights but is concerned that if <br />standardized reveals are not used the EIFS panels will begin to pop from moisture penetrating the <br />panels. Mr. Poppinga said although he is unable to answer the questions he would submit <br />documentation pertaining to the design and installation of the system. Mr. Rerko asked why the <br />burnished CMU was being used as its not used anywhere else on the mall and Mr. Poppinga said the <br />main entrance mimics the malls north entrance. Mr. Rerko asked that the overhead door be painted <br />to match the surrounding sand dollar EIFS color which Mr. Poppinga agreed to do. Mr. Rerko felt <br />the variances required for the cinema's marquee sign should be limited to the cinema and asked if <br />the commission's recommendation could be limited to the cinema to ensure future tenants could not <br />have such a large sign. Mr. O'Malley said the commission's recommendation could be tied to the <br />cinema. Mr. Vacanti said the mall would agree to limit the marquee variances to the cinema only. <br />Ms. Wenger said the color of the LED lighting has to be identified and there can be no flashing, <br />scrolling, blinking or color changes made. Mr. Malone asked if there were any modifications made <br />to the previously approved parking lot and landscaping shown and Mr. Poppinga said there was no <br />changes made to the plan, the plan was used to show the placement of the ground sign. Mr. <br />Schumann asked if there were any other LED building lights used at the mall and Mr. Poppinga said <br />no. Ms. Nader asked for clarification regarding the Rail's storefront system. Mr. Swidrak said the <br />storefront system will be black with an industrial look reminiscent of a 1920's meat market. The <br />steel canopies will be both solid and louvered. <br />Mr.1VIalone moved, seconded by Ms. Nader to recommend BZA grant CMS13-21: Westfield <br />Shopping Town of 4952 Great Northern Mall a variance for an additional ground sign <br />based on the sign being a way sign and needed for vehicle safety which passed 7-0. <br />Mr. Malone moved, seconded by Mr. Schumann to recommend BZA grant CMS13-21: <br />Westfield Regal Cinema of 4952 Great Northern Mall the following variances: <br />2
