facing Hickory Lane. The City's Zoning Code would not allow auto repair or painting without <br />the applicant receiving a conditional use permit. The owner was asked to state what would take <br />place in the preparation area. Mr. McReynolds noted existing light pole bases needed to be <br />repaired and or replaced. Mr. O'Malley advised the commission to limit review of the proposal <br />as a modification to an approved plan and the building official would determine if the activity <br />proposed is a permitted use. <br />Mr. D'Amato said he is excited to convert the existing building into offices. The preparation area <br />will be located on the west side of the building and includes three overhead doors for service bays. <br />The building has been vacant for six years and has housed restaurants and bars in the past. The <br />proposed use of the building will be offices and a preparation area. There will be no mechanical <br />work done at the site. The purpose of the preparation area is to wash, vacuum and polish cars for <br />customer pickup. He has tried to minimize the affect the building and vehicle storage may have on <br />the neighborhood using landscaping, fencing, and eliminating any signs from the site. All <br />preparation work on vehicles will be done indoors. There will be no deliveries made to the site; all <br />vehicles are delivered to the Nissan dealership. Ms. Wenger asked if the buffing machine would be <br />the loudest machine used and Mr. D'Amato said yes. Mr. Malone asked if there would be wash <br />bays at the site and Mr. D'Amato said no all washing will be done by hand as will vacuuming and <br />buffing. Ms. Wenger asked if the applicant would install proper drains to catch any cleaning <br />chemicals. Mr. D'Amato said they will have proper draining and storage tanks at the site which will <br />be code compliant. Mr. Schumann asked if there would be any compressors at the site or any type <br />of painting and Mr. D'Amato said there will be no compressors or painting at the site. Ms. Nader <br />asked how many bays would be indoors and if the overhead doors where insulated. Mr. D'Amato <br />said there will be four bays for preparation and the number of overhead doors was chosen for <br />aesthetics only. He didn't believe the three overhead doors were insulated. Mr. Schumann asked <br />how vehicles would be cycled into the building. Mr. D'Amato said each car would have to be <br />driven in alid backed out of the bay when completed. Mr. Bohlmann noted that pla.mling approval <br />included cleaning, staining and fixing the existing cedar fence along the north and asked if that <br />would still be completed and Mr. D'Amato said yes. Mr. Malone noted the Timber Trails printed <br />presentation listing their concerns and invited neighbors to comment. <br />Marv Hamdan said the residents have a number of concerns and request the project be tabled as <br />they only had six days to prepare for the meeting. He said the neighbors are concerned as the <br />previous owner assured the residents there would be no detailing at the site, he believes more time is <br />needed to fitlly understand what will talce place within the building. They are concerned that high <br />power tools will be used such as power washers, polishers, compressors and professional vacuums. <br />A study of the chemical impact upon the abutting residents from waxes, polishes and sealants used <br />at the site and runoff onto abutting properties should be conducted. Tim Schuler said the residents <br />of Timber Trails have endured a multitude of adverse impacts by previous owners of this site and <br />they are present to ensure the city doesn't allow that to happen again. He spoke to Mr. D'Amato <br />and he believes the new owner wants to do the right thing, but he has past experience working in a <br />detail shop and concerned the impact upon the neighbors will be adverse. Most power tools in a <br />repair shop are found in a detail shop there is very little difference between the two. He researched <br />city codes wluch appear to be somewhat antiquated and should be updated to be more defined. <br />Neighbors are concerned that once this use is permitted, the use will expand more adversely <br />impacting their neighborhood.
