A 1 ft. 11 inch variance for side yard setback (east side, adjacent to General Retail <br />Business District); 10 ft. required, 8' 1" provided, Section 1139.07 table. <br />Motion passed 3-0. <br />C1VIS 13-45:1Vorth Olmsted Chrvsler I)odge Jeep Ram; 27500 Lorain Road <br />Proposal consists of demolition of two existing structures and construction of a new auto dealership <br />with parking, lighting, landscape and other site improvements. Parcel is zoned General Retail <br />Business. The following variances are requested: <br />1. A 30 ft. variance for side building setback (west side setback adjacent to B One Family <br />Residence District); 50 ft. required, 20 ft. provided, Section 1139.07 table. <br />2. An 8 ft. variance for side yard setbaclc (parking along east property line at north end adjacent to <br />General Retail Business District); 10 ft. required, 2 ft, provided, Section 1139.07 table. Note: <br />the existing paved parking varies in this area and currently a side yard is provided that varies <br />between 6 ft. and 10 ft. <br />3. A 10 ft. variance for rear yard setback (parking and dumpster enclosure along north property <br />line, adjacent to General Retail Business District); 10 ft, required, 0 ft. provided, Section <br />1139.07 table. Note: existing paved parking varies in this area and dumpster is shown along <br />property line. <br />4. An 18 ft. variance for side yard setback (parking along west property line, adjacent to B One <br />Family Residence District); 20 ft. required, 2 ft. provided, Section 1139.07 table. Note: the <br />existing paved parlcing varies in this area and currently a side yard is provided that varies <br />between 1 ft. and 9 ft. <br />5. A 53 ft. variance for merchandise display in the required front building setback; code <br />requires 75 ft, 22 ft. provided, Section 1139.07 table. <br />6. A variance for parlcing lot lighting exceeds maximum allowable fc levels. Parking lots <br />(open) 4.0 max/0.2 min. fc required, 17.13/0 provided, Section 1161.12 table. Car <br />Dealerships-front row 5.0 fc average max allowable, a rate exceeding this is provided which <br />is not calculated. <br />7. A variance for five (5) additional wall signs; code allows one (1), six (6) provided, Section <br />1163.28(a). <br />8. A 6.6 sq. ft. variance for total signage on a building; code allows 120 sq. ft., 126.6 sq. ft. <br />provided, Section 1163.25(b). <br />Property owner Paul Hrnchar and project architect Frank Martin were administered the oath. Mr. <br />Hrnchar said his family purchased the site three years ago and have been working to redesign the <br />site in accordance to Chrysler's design guidelines. Their proposal is to demolish the existing <br />shovvrooin and modular unit to construct a new two-story 18,000 square foot showroom. The <br />variances would allow them the opportunity to enhance their site as well as the City. Mr. Martin <br />said the site is very narrow and oddly shaped which limits the ability to meet all setback <br />requirements. The new building will be placed in the widest area of the lot to minimize the <br />variances needed and give the visibility needed. Variances along the east side of the building <br />face commercial sites and the new dumpster enclosure was placed in the northeast corner to <br />ensure it is away from residential lots. Variances along the west side of the site were minimized <br />as much as possible. Landscaping and fencing along the west is provided to buffer the residents. <br />Greenspace along the west side of the lot was designed to be a bioretention system. Landscaping <br />along Lorain Road is being added and two display pads will remain. The existing chainlink
