brick and EIFS. The existing service building will be stained to match the showroom and new <br />EIFS banding will be installed around the top of the structure. A significant amount of green <br />space has been maintained along the Lorain Road frontage. There will be two circular display <br />pads which is fewer than what exists with the remaining area being lawn and landscaping. <br />Several existing trees will be preserved. Landscaping will be provided to the west of the new <br />building, which will be used for bioretention. Additional landscape islands and beds will be <br />added around the buildings and the site will be irrigated. The fence along the west property line <br />will be replaced with a 6-foot high solid fence consisting of wood or composite in a gray color. <br />The northeast corner of the site shows pavement extended to the property line requiring <br />landscaping to be removed and replaced on adjacent property, which requires owner permission. <br />Concrete curbing is provided and asphalt will be repaired or replaced as necessary. New site <br />lighting is provided with cut off fixtures, and a new masonry dumpster enclosure is shown in the <br />northeast corner of the site. Due to the long and narrow shape of the parcel a number of <br />variances are requested. The building encroaches on the west side building setback. Setback <br />variances are required on the east, north and west sides of the property. Vehicle displays and <br />storage violate the front building setback. The overall lighting average for the site looks within <br />code, but the max-min ratio is exceeded as may the front row levels. The existing monument sign <br />will remain, and six wall signs are proposed, one for each brand, the dealer and service center. <br />The total square footage for wall signage exceeds allowable area by about 6 square feet therefore <br />she believes the variances are warranted. <br />Mr. DiFranco said brickscape is required along Lorain, as is both stormwater quantity and <br />quality control. Applicants will need to work coordinate water connections to both buildings with <br />the NOFD. The retaining wall along the east side of the service garage needs repair as does an <br />existing catch basin grate near the fuel tank and the new wash bays require oil water separators. <br />The proposed dumpster enclosure encroaches the rear building setback and a note on drawing <br />SP-01 says new concrete apron is to be installed around trash enclosure but is not shown. <br />Mr. Hrnchar said his family purchased the dealership in 2010 and the major renovations will <br />enhance not only the site but the city as well. Mr. Martin said he has worked to design the site to <br />meet Chrysler dealership standards. The new showroom will be brought forward towards Lorain <br />200 feet from where it currently sits. Moving the showroom forward provides space behind the <br />building to decrease the number of vehicles stored along Lorain. The new showroom will be <br />constructed using 4"x16" brick and the service building will be stained to match. The front and <br />sides will be aluminum, glass and the fascia will be an EIFS band and house the wall signs. <br />Mr. Rerlco questioned the placement of the pylon sign and Mr. Martin said it will remain in its <br />current location. Mr. Malone said the planting materials, sizes and location fit the area however <br />the bioretention plan needs to be updated to meet the new ODNR stormwater manual <br />specifications. Ms. Nader asked about fence height and materials. Mr. Martin said they show 6 <br />feet in height and would prefer a board on board style. Mr. Malone asked who owned the <br />retaining wall as the survey shows the wall is owned by neighbors. Mr. Plautz said the neighbor <br />owned the retaining wall which is encroaching onto his client's property. Mr. Malone said the <br />retaining wall looked ready to fall. Mr. DiFranco said perhaps the issue could be addressed <br />through property maintenance. Mr. O'Malley said the city is aware of ongoing property <br />maintenance issues and the owner's lack of cooperation to address them. Ms. Wenger said the
