? ? ._ -4 <br />Mr. Ed Spisak of 27111 Butternut Ridge Road said he was present to address the dilapidated <br />entrance wall on the southeast corner of Butternut and Revere. There is a very large stone and <br />wood wall structure in front of their home. It's his understanding that when the development . <br />south of his home was constructed a wall was installed on both the east and west entrance of the <br />Beverly Hills estates. He has been a North Olmsted resident for more than 30 years and has <br />never seen a sign on the wall. The wall is in a deteriorated condition as the wood is rotted and <br />stones are falling. The wall is a detriment to vehicular traffic at his home, the corner of Revere <br />and Butternut as it blocks the view of the traffic. The property which the wall sits upon belongs <br />to the City of North Olmsted, yet the city has failed to maintain the wall in any way. The wall <br />serves no purpose and he would like to request it be removed. It's his understanding that the city <br />has a grant to install sidewalks along Butternut and he would like to request the city remove the <br />wall while they are installing sidewalks. The city needs to replace/fix the structure or remove it <br />as it serves no purpose. Mr. Morse said he used to live on Revere in the mid 90's and there was <br />never a sign on the wall however there was gas lighting down both sides of the street but it was <br />removed sometime in the 90's. <br />Ms. Wenger said she views the topic as a property owner who has brought a property <br />maintenance issue to the cities attention which may be city property. Although the commission <br />doesn't need to take any action the commission could make a recommendation regarding <br />removal or reconstruction of the wall as it's in the historical district. Mr. Schumann said <br />between 8 and 10 years ago the city did do some work to the wall. He believes the city <br />reconstructed the wood sections of the wall and stained it cedar red. He suggested the first steps <br />should be to find out who owns the wall prior to making any recommendations. Mr. Morse <br />requested that prior to the next meeting the commission receive information pertaining to who <br />owns the structure, the cost to fix the structure or to remove it. Mr. Limpert and Mr. Schumann <br />said the commission would like to request the Service Department send a worker to look at the <br />structure and give an opinion. Mr. O'Malley said the engineering department may have a record <br />of an easement pertaining to the right of way. Mr. Schumann asked if Mr. Spisak has had his <br />property surveyed and Mr. Spisak said he had his land surveyed and the plat they received <br />identifies the land and wall as being owned by the city. <br />Mr. Schumann moved, seconded by Mr. Morse, to recommend the city service department <br />inspect the wall to provide a report on its condition and whether or not the city owns the <br />wall and land in question. The commission would like the report prior to their next <br />meeting as well as an estimated cost to repair and or remove the wall, which passed 7-0. <br />OLD BUSINESS <br />Landmark Recognition <br />Knight-Biddulph ceremony recap <br />Mr. Limpert said the owner was very cooperative with the tour and the bus transport from city <br />hall to the site worked well as the bus was full and ready to go by 10:30am. There were <br />refreshments available for the 55 attendees and the weather was good. The home was toured and <br />Mr. Richner the author of the report was able to attend the ceremony. Mr. Limpert thanked <br />commission members for helping with the ceremony.
