Ms. Wunderle said the building department issued a violation for the gravels pads indicating she <br />must convert them into paved surface within 30 days. Mr. Neville said given the age and location <br />of the home he feels a parking pad is warranted. Ms. Wenger said zoning codes permit only <br />paved surfaces, specifically asphalt or concrete. The commission can make a recommendation <br />pertaining to a driveway extension within the historic district, but the matter of gravel being <br />permitted should be addressed by BZA. Mr. Dubelko.asked if the rear pad could be used for <br />parking and staging vehicles. Ms. Wunderle said the rear pad is insufficient due to the number of <br />cars and varying work schedules. Mr. Dubowski asked if the parking pad was installed when the <br />home was purchased. Ms. Wunderle said they installed the pad within a year of purchasing the <br />home due to the dangerous conditions. Mr. Dubelko said if the city allows a parking pad in the <br />front yard it would set precedence in the historic district to more owners installing parking pads <br />or turnarounds. Ms. Wunderle noted that a number neighbors east and west of her have wider <br />lots and have gravel drives, parking pads and turnarounds. If she has to pave the area she would <br />have to do whichever is cheaper and would require more time to acquire the funds. <br />Ms. Wenger said the question in regards to the Certificate of Appropriateness is whether or not <br />having a driveway extension for car parking in the front yard is appropriate for the historical <br />district. Mr. Schumann said as far as turnarounds in front yards in the historic district, there are a <br />few homes that currently have turnarounds and a few that really need them and don't have them. <br />The commission would be more comfortable with concrete or pavers than asphalt in the historic <br />district. Ms. Wunderle said she would need more time. Mr. Schumann said he would contact the <br />Assistant Building Commissioner regarding extending the time for replacing the pad. He <br />believed there to be a dozen houses or more which for safety purposes need a turnaround/parking <br />pad in front of their home. Mr. Neville said he understands the need for parking turnarounds due <br />to the heavy traffic along Butternut. Ms. Schuler said she understands the goal of the commission <br />is to preserve the integrity of the neighborhood however for the safety of the neighborhood <br />turnarounds are needed. The commissioners felt concrete or pervious pavers would be more <br />appropriate then gravel or asphalt. <br />Mr. Schumann moved, seconded by Ms. Schuler, to grant CMS15-3608; Catherine <br />Wunderle of 26926 Butternut Ridge Road a Certificate of Appropriateness for a front <br />concrete pad and rear pad to remain gravel, which passed 4-1. Mr. Dubelko voted no. <br />CMS15-3731: Paul Accordino; 25747 Butternut Ridste Road <br />Proposal consists of a Certificate of Appropriateness for front porch. <br />Mr. Accordino said in June a temporary set of steps was approved by the building department. <br />He met with staff to review his proposal. He will enclose the wooden steps using backer board <br />and stone veneer to look like flagstone. Once the porch is completed there will be a flagstone <br />sidewalk from the existirig concrete driveway to the front steps. The garage will be addressed <br />next. Along the rear of the home there is a foundation wall which he would like.to construct a <br />deck on. Addressing the front and rear entrances will ensure the two access points to the home <br />comply with code and are safe. Once the proposed project is complete he will return to address <br />constructing a garage with the commission. <br />2
