Mr. Malone stated that vegetation would mitigate sound better. The arborvitae will be six feet <br />high initially and will be about 20-25 feet ta11 at maturity. Mr. Malone added that the trees are <br />fast growing and may grow one to two feet per year. Mr. Malone clarified that the basin is a <br />detention pond and will be dry most of the time. <br />Ms. Nader asked about repaving Butternut at stations 5+50 and 9+50 and if they could make a <br />caveat to improve other damage that may be caused. Mr. DiFranco stated that on page R11, the <br />shaded areas are being resurfaced and the gap is the area he mentioned. <br />Ms. Nader moved, seconded by Mr. Rerko, to approve 16-7640; NOCS High SchooUMiddle <br />School Complex; 27301 Butternut Ridge Road with the following conditions: <br />1. Conditions of Phase 1 and 2 shall apply, <br />2. Assure above ground storage tank is properly contained, <br />3. Provide ADA accessibility for all fields and areas, including the bleachers and parking, <br />4. Provide arborvitae on the south and east sides of the detention basin to provide visual <br />shielding, <br />5. Provide plantings in parking lot islands north of detention area to further shield <br />adjacent residential areas from lights and noise, <br />6. Remove dead tree pear detention basin, <br />7. Provide pavement composition of road widening portions to match existing, which is <br />asphalt over concrete base, <br />8. Resurface Butternut Ridge Road between 9+50 and 5+50 due to damage caused by <br />construction, <br />9. The parcel is currently zoned General Retail Business. This project was <br />initiated as a result of property maintenance violations at this location, which is currently vacant. <br />Comments were provided to the owner and architect at a staff review meeting and also via email <br />in response to a subsequent submission. The Building Commissioner's report outlines the <br />continued deficiencies in the plans related to site data and scope of work for pavement, <br />landscaping, lighting and signage. The proposed new dumpster enclosure location violates <br />setback requirements and will require a variance. The Planning and Design Commission can <br />make recommendation on the variance to the BZBA. Dimension, height, caliper of plantings <br />information is missing. The Building Commissioner suggested a demo plan be submitted to show <br />the extent of the project. Lighting cut sheets, pole base detail, and photometrics need to be <br />submitted. Material samples should be submitted for the commission review. Signage would be <br />submitted when a tenant is found and existing signage that would not be used should be <br />removed. The project should return to the Planning and Design Commission once the requested <br />infortnation has been included on the plans. She appreciated the property owner making <br />improvement at the property but more information is needed.
