A <br />COMMERCIAL REQiTESTS <br />17-8799; Blue Falls Car Wash; 23459 Lorain Road <br />Representatives: Jeff Certo, Architect, 26031 Center Ridge Road, Westlake, OH; Dominic <br />Umek, General Manager of Blue Falls, 24575 Lorain Avenue, Cleveland, OH <br />Proposal consists of a new car wash. The property is zoned General Retail Business. The <br />following variances are requested: <br />A1. A 38 ft. variance for front building setback; code requires 75 ft., applicant shows 37 ft.; <br />Section 1139.07. <br />A2. A 2 ft. 4 in. variance for side building setback (east canopy); code requires 10 ft., applicant <br />shows 7 ft. 8 in.; Section 1139.07. <br />A3. A 5 ft. variance for east side yard parking setback; code requires 10 ft., applicant shows 5 ft.; <br />Section 1139.07. <br />A4. A 9 ft. variance for west side yard parking setback; code requires 10 ft., applicant shows 1 <br />ft.; Section 1139.07. <br />A5. A 10 ft. 5 in. variance for front yard parking setback; code requires 20 ft., applicant shows 9 <br />ft. 7 in.; Section 1139.07. <br />B 1. A variance to the sign face area measurement standards. Code permits - The sign face area <br />shall be the area of the smallest of these regular polygons - circle, ellipse, triangle, <br />rectangle, trapezoid, pentagon or hexagon - that completely contains the sign message, <br />background of the message and contiguous trims or frames. Applicant shows two (2) <br />portions of sign (Lorain Road) not in the same plane and desires the measurement to be <br />taken individually for two (2) sign sections; Section 1163.02. <br />B2. A 26.77 sq. ft. variance for total building signage; code permits 83.40 sq. ft., applicant shows <br />110.17 sq. ft.; Section 1163.25(b). <br />B3. A variance for 2 additional ground signs; code allows 1, applicant shows 3; Section <br />1163.27(a). <br />B4. A 2 ft. variance for ground sign setback from right of way; code requires 5 ft., applicant <br />shows sign (Lorain Road) 3 ft. from right of way lot line; Section 1163.27(b). <br />B5. A 5 ft. variance for ground sign setback from side lot line; code requires 20 ft., applicant <br />shows sign (Clague Road) 15 ft. from north lot line; Section 1163.27(b). <br />B6. A variance for 2 additional wall signs; code allows 2 wall signs, applicant shows 4; Section <br />1163.28(a). Note: "Car Wash Entrance" and "Menu Board" are wall signs in addition to the <br />two signs proposed on the building. <br />B7. A 4 ft. variance for wall sign height; code permits 4 ft., applicant shows 8 ft.; Section <br />1163.28(c). Refers to "Menu Board." <br />Mr. Aspery stated that the applicant is proposing to construct a new car wash facility on the site <br />of the former Reehorst Cleaners, requiring a number of setback and signage variances. The lot <br />has primary frontage on Lorain Road and secondary frontage on Clague Road. This project was <br />approved at the Planning and Design Commission's September 13t' meeting. Since then, the <br />signage reconfigurations have created the need for additional variances. <br />Mr. Certo stated that the variances are required to make the space functional the proposed car <br />wash use. He stated that the Lorain Road sign will be a V-shaped sign due to the lack of space to <br />increase visibility. Variances B2 and B7 are needed due to the corporate signage standards. <br />2
