Mr. O'Malley advised that on the matter of issuing building permits under the premises of <br />structural damage needing to be addressed and taking priority over Landmarks was never <br />addressed by the Law Department and he is not sure he agrees with the practice. An owner <br />could possibly patch those sections which need to be addressed right away until they can <br />meet with Landmarks. However, Landmarks could look at possible changes to the minor <br />change section of the Landmark chapter if they wish. <br />3. North Olmsted Middle School; 87253 Butternut Ridge Road: <br />Commission would lilce to plaque the North Olmsted Middle School <br />Mr. Lang reviewed that at their last meeting discussion took place of possibly applying for a <br />plaque for the middle school. He suggested that the school board was invited to the <br />meeting but there was no response. Which the board felt was due to the levy issue going <br />before the voters. Although the levy failed he would like to move forward in researching a <br />plaque for the middle school. Construction of the school started in 1930 and the first <br />building was completed in 1932, and it was Dalton & Walker construction that completed <br />the work. The commission has in their possession the original bid specs on the middle <br />school. Research as to any type of structural merit of the building needed to be found. The <br />original building is non combustible as it has plaster walls and a masonry exterior. Mrs. <br />Thogmartin advised that to date a committee had not been established to research the school <br />as the commission whished to speak to the school board first. Mr. Lang advised that he <br />would try to meet with the school board superintendent to advise him of the commission's <br />intent. <br />Mr. O'Malley advised that under the code there needs to be a sub-committee established, <br />studies, reports and review of said items and a formal hearing for the designation of a <br />landmark building weather it is within the historic district or not. It would require a <br />presentation and approval by Council to designate a building as a landmark. A less formal <br />process which Landmarks can take is granting a building plaque for sake of ceremony and <br />recognition and does not involve any formalities or place any restrictions on the owner or <br />property nor does it require Council approval. He advised that there could be a stand off <br />between the city and the school regarding earmarking the middle school as an official <br />historical site or even just placing a local plaque on the school. <br />4. Commissior? needs to work on proposed budget for 2006: <br />Mr. Lang advised that the CLG application fee is $250.00 and currently the line item shows <br />that they are short by $10.00 dollars and would talce Council approval to transfer the funds. <br />If the commission wants to plaque any buildings there are plaques but no name plates which <br />run about $50.00 each. The commission currently has 8 plaques which can be used <br />therefore there should be at least 8 date plates budgeted for. The Commission would lilce to <br />renew all memberships which were joined in 2005 in 2006 so those funds should be <br />provided. The commission would like to change the Olmsted Historical Society <br />membership from a$10.00 single membership to an Organizational Group membership for <br />$150.00 in 2006. Mr. Lang advised that he would liave a proposed budget sheet to look at <br />by the December meeting. The commission felt that as there was still $240.00 left in their <br />2005 budget they should use the funds to purchase date strips. Mr. Schock suggested <br />$400.00 would be needed for memberships, $250.00 for the CLG application fee, $150.00 <br />for 3 date strips, bringing the budget to $800.00 for 2006. Mr. Schumann suggested using <br />the $240.00 in the budget for renewing memberships early. <br />3
