Paul Barlcer stated that Ms. Wenger, the Committee and all involved did a very nice job. While <br />attending the budget hearings the past few weelcs, he said funding is a big issue. He noticed in <br />the infrastructure and community facilities chapters that there are recommendations to pursue <br />funding alternatives for infrastructure financing. He asked if there are any ideas rather than <br />going to the bank or raising taxes. He said our community is facing financial problems and <br />asked Ms. Wenger what ideas she has. Ms. Wenger said it may not be funding sources but <br />methods of financing. It could be that when a new development is proposed that the developer <br />will put some money into a pot for infrastructure improvements. Ms. Wenger described tax <br />increment financing where the City could capture an increment of the property value increase to <br />fiind infrastructure improvements. There may also be new ways of doing business. Ms. Wenger <br />gave the example of Service Director Driscoll's approach to look forward to a five year plan, <br />including looking at possible different approaches and new ways to accomplish providing <br />services to residents which are more cost effective. Mr. Barker also concurred with Ms. Wenger <br />that Mr. Driscoll's five year plan is promising and has hopes it is implemented. He indicated <br />that whoever talces over next year will continue with the five year plan. <br />Stan Ball who resides in Park Ridge came forward. He said that when I-480 was first proposed, <br />it was turned down. Several years later when voting occurred again, Park Ridge had a problem <br />with it. He is concerned that it will affect property values. There are 317 homes buffered on <br />both sides by Stearns Road and McKenzie Roads. One of the things promised for the Sterns <br />Road extension was that there would be no apartment or office type buildings planned for those <br />roads. These were the two streets that have the deepest lots of 500 ft. This is in violation of <br />building code section 405.3.1. Although he realizes buffers are planned, he said they are not <br />what they should be and indicated three foot trees and such do not create a buffer zone. They <br />hardly impede any noise from coming in. He iridicated that it is going to take some selling for <br />them because previously they were promised nothing would go in this area. Now, it is going to <br />be mixed-use apartment buildings. Ms. Wenger . said it will be a significant process to process to <br />determine what is appropriate for Sterns Road. While, office mixed use and office and <br />residential was the recommended land use, there will need to be a zoning undertaking and at that <br />time, all residents' various concerns will be taken into consideration. Ms Wenger said the City <br />will worlc together with the residents to make su'e that what is determined is best for abutting the <br />residents. At this point, it is too early, to say what this will be. The zoning has not been <br />determined yet. The resident informed Ms. Wenger that he, will inform this development <br />committee together when this will be up for discussion. Mr. Koeth then said continuous <br />coinmunication in order to get input and feedbaclc'for everyone. Mr. Ball asked what changes <br />are meant for McKenzie Road. He said there are nursery, homes and such back there. Ms. <br />Wenger then said no changes are proposed for McKenzie Road. <br />Kay Given is concerned about the west end where zoning is being changed from industry to <br />residential. She wants to know why the City is alliowing a 52 cluster home office buildings. She <br />aslced why this area can't be left alone and develop it as it already is. Ms Wenger informed Mrs. <br />Given that the rezoning that she is talking about is separate and apart from this Master Plan. In <br />1992, the west end was one of the focus areas that were discussed in detail. BradT•ey/North <br />RidgevilleBarton that was currently zoned, a portion of which was industrial, but didn't have <br />industry and was not right for industry, and in fact, had residences, city facilities and open space.
