J. Lasko moved to recommend granting a variance of approximately 95' sq ft for two ground signs too <br />close, in this case, preview board to the monument ground sign at the north exposure of the property. <br />Code requires 200 sq ft distance, applicant shows 105' on the plans. S. Hoff-Smith seconded the <br />motion. Conaway, Spalding, Hoff-Smith, Koeth, Lasko - yes; Bohlmann - no. Motion passes 5-1. <br />J. Lasko moved to recommend granting a variance, which is calculated based upon the agreed upon <br />modifications to the plans, in relation to the overall signage on the building of an amount smaller than <br />the 36.5 sq ft that is currently requested. Code permits 222.7 sq ft, applicant shows 258.75', expecting <br />the variance if any will be reduced based upon agreed upon modifications to the plans. W. Spalding <br />seconded the motion. Spalding, Hoff-Smith, Koeth, Lasko - yes; Conaway, Bohlmann - no. Motion <br />passes 4-2. <br />J. Lasko moved to recommend granting a variance of 12 sq ft' of the height for the ground sign. code <br />permits 50', applicant shows 62 sq ft. Hoff-Smith seconded the motion, which failed unanimously. <br />Motion fails 6-0. <br />IV. NEW BiTSINESS: <br />Value City Furniture, 4700 Great Northern Blvd, (WRD 4): <br />Proposal consists of exterior modifications to the existing building. <br />Planning Director Wenger reported that the proposal consists of exterior modifications to the former <br />Dick's in Olmsted Plaza on Great Northern Boulevard. During the pre-submission conference, a <br />number of recommendations were made for the fagade, some of which were made, including adding <br />brick wainscoting so that EIFS does not contact the ground, as an alternative to EIFS, consider <br />concrete stain of existing block, consider detailing EIFS to add interest and break up expanse of wall, <br />and consider :aising center glass in height to accentuate entry area and create better proportion. To the <br />rear of the building, the applicant proposes to modify the existing dock area so that the height of the <br />parapet matches the height of the existing store. They are also proposing to add a customer pick up <br />area. Ms. Wenger recommended that this proposal be forwarded to the Architectural Review Board <br />for review and onto the Board of Zoning Appeals for consideration of variances. <br />Assistant Building Commissioner Rymarczyk said the applicant presented two elevations, both of <br />which would require variances. The first option would require a 99.5 square foot variance for a wall <br />sign larger than what is allowed by code (code permits 100 sq ft, applicant shows 199.5 sq ft), and a <br />3%2' variance for height of sign (code permits 4', applicant shows 71/2'). The second option would <br />require a 1'3" foot height variance for a wall sign higher than code permits (code permits 4', applicant <br />shows 5.3"). Additionally, the applicant requires a special permit for altering the rear of the building <br />as they are adding to the existing wall. <br />City Engineer Durbin reported that a letter from Engineering was sent to Mr. Elizondo with 14 items <br />needing correction. Significant items required by Engineering include details on how the rear loading <br />area would be reconstructed, improvement plans, and detail on the rear drive aisle which does not <br />meet minimum width requirements for two way traffic. There may also be a need for an additional <br />downspout if the canopy at the customer pick up area exceeds 200 sq ft. Finally, the plans must show <br />where the existing dumpster will be relocated. <br />Daniel Cline, architect, indicated they will be occupying the former Dick's Sporting Good location <br />and will significantly change the front. The rear roof will be raised to allow more ceiling space inside <br />to match the existing parapet height. The dumpster will be relocated. In discussion with the Assistant <br />City Engineer, the architect feels many of the items in the letter will be eliminated. While visiting the <br />5
