approach would give Planning Commission a little more authority and control than a permitted use, <br />while keeping the emphasis on senior residence. <br />1138.04 Development Criteria. (a) and (b) are the same. (c) has been added to encompass all <br />commercial uses. The Committee further recommended that commercial use language be integrated <br />or designated as part of the facility. <br />1138.05 Area and Density Regulations. Minimum development area of 10 acres to create a campus <br />atmosphere. Discussion took place to possibly reduce this to 8 acres. Density for independent cluster <br />and senior residence center will not exceed 25 units per acre. Lot coverage is established for all <br />buildings on the site rather than by type of building. . <br />1138.06 Height Regulations. Clusters cannot exceed two stories. Senior Residence cannot exceed <br />four stories. Revisions have been made that all rooftop equipment be screened or blend with <br />architecture of building. <br />1138.07 Setback Regulations. Side and rear setbacks language was changed to 35' setback or 1%z <br />times the height of the structure, whichever is greater. There are also provisions for the Commission <br />to modify setbacks where appropriate. Mr. O'Malley instructed the Committee that he does not want <br />this to be confused with a variance authority and that it coordiriates with the conditional use standards <br />in code 1118. The Commission wished to further address this section. <br />1138.08 Dwelling Size. The changes would permit dwelling size for senior residence center units to <br />be regulated by Ohio Department of Health. Ms. Hoff-Smith questioned what the regulations were <br />and asked that information be provided to ensure the minimum standards are reasonable. <br />1138.09 Landscape Regulations. This provides for a blend of natural vegetation and a plant/mound <br />combination screening for a parking area when it abuts a residential area. Landscape areas will be <br />required to be irrigated. <br />1138.10 Parking Regulations. Parking has been expanded over the previous requirements. For <br />clusters, two parking for each dwelling unit, one being enclosed, One space for senior residence <br />facility plus one for each employee with clarification that it be for the day or heaviest shift, but not <br />total for all employees. Nursing care facility, one parking space for each five beds, plus one for each <br />employee. Medical offices, five spaces per doctor. Planning Commission has the flexibility to <br />recommend less. Several members thought two spaces were needed for senior facilities. Asst. <br />Building Commission Rymarczyk said currently two parking spaces are required for senior residency <br />facility, one being enclosed. Ms. Hoff-Smith indicated she would rather see this be dictated by the <br />market rather than enforced by the code. Others disagreed and felt more enclosed parking should be <br />required. <br />1138.11 Signage. Mr. O'Malley informed the Committee to consider that under code 1136, <br />ground signs are permitted, wall signs are prohibited. <br />8
