• OPC 2005 State Planning Conference - September 28 - 30, 2005 <br />Collection of completed applications <br />Mr. Koeth inquired if everyone wisliing to attend the conference submitted their registration. A <br />few of the commissioners advised that they would have everything submitted by the end of the <br />meeting. <br />Oriinance No. 2005-95 <br />An Ordinance amending various sections of chapter 1138 (Senior Residence District) of the <br />North Olmsted Zoning Code in order to clarify and update development regulations for the <br />Senior Residence District. <br />Ms. Wenger advised that she incorporated the recommended changes and there were some areas <br />left to be addressed which the commissioners received in their packets. Section 1138.07 (d) the <br />Law Department recommends not giving Planning Commission, BZA like authority, but allows <br />Planning Commission to make recommendations. Commissioners were provided a copy of the <br />Building Commissioriers memo and the memo from Wellington Place guidelines. Section <br />1138.10 pertaining to regulating two parking spaces provided for each unit. It was clarified that <br />the parking spaces in question were for cluster units not for assisted living or senior centers. The <br />wording required one enclosed space, but the change would require two enclosed parking spaces. <br />The majority of commissioners agreed that a two car garage should be required in the cluster <br />units. Section 1138.14 governing amendments to plans the language was changed as it was not <br />clear that if there is an amendment that is in substantial agreement it should be reviewed as an <br />amendment versus having to reapply and go through the entire process again. Thought was given <br />to landscaping changes being looked at as a minor change or an amendment to a plan instead of a <br />re-submittal. Parking, land use, arrangement, intensity, and density, which are more important <br />things, would require re-submittal. <br />Dwelling unit sizes were then discussed. Ms. Wegner brought up the sections she printed of the <br />Ohio Department of Health web site pertaining to definitions she felt were related to what the <br />commission was trying to define. She reviewed tYiat in some cases the web site did not define <br />square footage of units, but defined squaxe footage of specific rooms. Under the original section <br />1138.07 there are standards for apartment sizes which are; efficiency 400 sq ft, one bedroom 500 <br />sq ft and a two bedroom 650 sq ft. Wellington suggested that as the square footage requires each <br />unit include bathrooms and kitchens in the total square footage being required to have bathrooms <br />and kitchens in each unit is not always needed and it drives the prices up. Mr. Yager believed <br />that it would be impossible to regulate all the senior options available and suggested a minimum <br />square footage be set. Mr. Koeth suggested the City codes follow the Ohio Department of <br />Health's requirements pertaining to nursing and assisted living facilities minimums. Mr. Conway <br />suggested that it was hard to look at the state for minimum standards as state codes constantly <br />change. Mr. Yager believed that if the city followed state codes as they changed the city would <br />also, so the city would always be up to date. <br />R. Koeth moved to recommend for adoption of Ordinance 2005-95 with recommended <br />amendments. J. Lasko seconded the motion roll call on the motion; R. Koeth, M. Yager, J. <br />Lasko, R. Bohlmann, G. Conaway - yes; S. Hoff-Smith - no. Motion Approved. Mrs. Hoff- <br />Smith commented that she was concerned that the minimum square footage was too small and <br />she believeci it to be a potential for danger. <br />10
