Mr. Bohlmann reviewed with Mr. O'Malley that we could approve this proposal <br />with a contingency that the owner returns within a specified period of time with formal streetscape <br />plan. <br />Mr. Lasko asked Ms. Wenger to restate her opinion as far as the streetscaping aspects of this <br />development proposal. Ms. Wenger said that she suggested that the applicant submit documentation <br />of a written commitment for streetscaping to the Commission. Ms. Hoff-Smith indicated that a <br />commitment does not insure any type of quality or quantity. Ms. Wenger said a proposal would be <br />submitted that would be reviewed and evaluated by the Commission and Council. The timeline for the <br />streetscape plan will be proposed in fall and implemented in the spring. <br />While on the issue of streetscaping, Mr. Bohlmann commented at the last meeting about street lighting <br />along Great Northern Blvd and felt it would be a good time to consider underground utilities. He <br />asked Ms. Wenger to explore this with the Mayor and appropriate parties. <br />Mr. Rymarczyk indicated that that the landscaping plans do not indicate irrigation. <br />Mr. Eric Elizondo, Director of Store Planning for Value City Furniture, indicated they are a major <br />player in furniture and are excited to be in North Olmsted and view it as a great opportunity. They are <br />committed to North Olmsted and their lease will be long term. After meeting with Architectural <br />Review Board, they addressed all issues recommended by ARB. <br />Some of the Architectural Review Board recommendations that will be incorporated are: <br />1) Add accent light fixtures to the vertical piers <br />2) Add planters to the store front <br />3) Two store front exit doors are to be painted to match the brick color <br />4) The brick itself will be a more darker earth tone color <br />5) The recommended elevation will be a brick base and EIFS <br />6) Raised the front section of glass to 13'6" which is 1'6" higher and lower the two side <br />windows. <br />7) The vertical piers have a coping to match the color of the EIFS <br />8) Bike racks will be incorporated into the store front. <br />Mr. Yager asked if the applicant would describe the difference between the signage on front elevation <br />A and B on Drawing A300. Mr. Elizondo indicated that elevation A is what they would like to present <br />to Board of Zoning Appeals and elevation B is simply to sliow the requirement and show that it would <br />be a hindrance to the store in terms of being successful at this location. Due to the distance they are <br />from the street, they feel the sign needs to be larger. Ms. Wenger informed the Commission that ARB <br />felt the signage as presented was proportional to the building and was satisfied with elevation A. Mr. <br />Elizondo did say they are open to sparing a few inches either way, however, the difference between <br />elevation A and B is too great. <br />Addressing the site proposal, Mr. O'Malley indicated that the Commission could not compel the <br />landowner to make improvements, but must attach conditions to the applicant's proposal. Mr. Schill <br />indicated that the owners are truly interested and have agreed to hire him to develop a streetscape <br />design, signage standards and implement ground monument signs as well as redesign the parking lot. <br />It will be their intent to seek the necessary city approval for these improvements during fall or winter <br />2005 and implement all changes in 2006. Upon the owner's returning to Cleveland, he will send a <br />letter confirming all of Mr. Schill's statements. <br />6
