The fence behind the center will be repaired and painted from Brookpark to Lorain Road within the <br />next month. He submitted photos to the Commission sliowing what has already been completed. <br />Mr. Spalding inquired why the fence is solid block on one portion and some of the fence is board on <br />boaxd. Mr. Schill indicated that this occurred when Giant Eagle was a tenant there to help with noise <br />from their dock. <br />Ms. Hoff-Smith appreciated the colored photos of the plants submitted as it gave her a nice visual. <br />She asked if the landscaped plants will be irrigated. Mr. Elizondo responded they will. <br />Ms. Hoff-Smith questioned what kind of lights will be used. Mr. Yager said the picture shows that it <br />is soft and subtle. Mr. Rymarczyk indicated if the Commission views it as accent lighting, then <br />photometrics will not be needed. Lighting will not be changed in the rear of the building. <br />Mr. Conaway asked if trailers will be parked in the dock all the time. Mr. Elizondo said deliveries are <br />in the morning and semi-trailers are one delivery per day. They will not be there permanently. Mr. <br />O'Malley said that although there are business regulations for specific times for deliveries, if it is not <br />listed as a specific condition stating that overnight parking is prohibited, to expect that they generally <br />will be parked there. He recommends that a specific condition be incorporated into the motion to <br />enforce the prohibiting of overnight storage of trailers. <br />The projected occupancy day is late January/February 2006. Mr. O'Malley asked if it would not be <br />reasonable to expect plans to be submitted outlining the streetscape plan being issued prior to the <br />issuance of the temporary occupancy permit. <br />Ms. Hoff-Smith advised that she would like to see no outdoor merchandising or tent sales. Mr. <br />O'Malley informed the Commission that only Walmart and Home Depot are the only merchants that <br />have been restricted from outdoor displays to deal with concerns of neighboring residents. Mr. Koeth <br />recommended that the applicant have no displays on the outside but not make a specific condition, <br />while Mr. Bohlmann suggested incorporating it into the motion. Mr. Spalding questioned how long an <br />applicant can get a temporary permit for a tent sale. Mr. Rymarczyk said he did not know the exact <br />time, however, most are for a weekend. Mr. O'Malley indicated that City Council has discussed the <br />regulating of outdoor tent sales and said the City through business regulations restrict them. Ms. Hoff- <br />Smith commented that she is not as concerned with the tent sales as far as merchandising on the <br />sidewalks and would like to have something written in the motion regarding this. Others disagreed <br />and felt this condition would be unreasonable. Mr. Koeth reviewed the applicant's variance requests with the members. Signage was discussed in <br />great detail. Ms. Hoff-Smith felt that what is proposed is too large, while still realizing they are set <br />baclc far from the road. Mr. O'Malley informed the Chairman that some guidance is to be given to <br />BZA as to reasoning of their decisions of the variances. <br />All future signage will be coordinated with the streetscaping proposal in accordance with the current <br />code. <br />R. Koeth moved to approve the proposal for Value City Furniture, 4700 Great Northern Blvd, <br />with the follovaing eonditions: <br />1) All recommendations of the Architectural Review Board meeting dated August 17, 2005 <br />are to be incorporated into the plans. <br />2) Decorative accent lights are not to exceed more than 150 watts to accent the vertical <br />piers. <br />7
