building is to be constructed with split-face block with ribbing. The lower section will have 4- <br />feet of ribbed block with 4 ribs and will be arch-wood gray the higher level will be 12-feet of <br />venture gray with 8 ribs. In between the two split-face block levels there will be a red ceramic <br />band with white mortar. The top cap-flashing will be red as well as the seamless steal entry <br />canopy. The signs will also include red coloring to unify the color scheme. Additional <br />landscaping will be contoured along the open field area to the south to buffer the line of sight. <br />The chain link fence which runs along their east and south property lines is in poor condition and <br />will be removed, even though the plans show it will be kept. Landscaping and trees will be <br />added to replace the fence. <br />Commissions concerns: <br />Mr. Bohlmann suggested the retaining wall could be higher than 3 courses in addition to the <br />added landscaping and questioned the decision of replacing the underground retention with an <br />above ground detention pond. Along the east & west property lines plans show drainage swells <br />and the proposed detention pond shows an 8 inch open pipe draining onto rear abutting <br />properties which he does not believes is allowed by code. He requested the Law and <br />Engineering Departments resolve the issue of the commercial owner dumping water onto <br />abutting neighbors' property. The majority of the commissioners felt that although the detention <br />system is not a perfect solution it would be better than what is currently in use now and they did <br />not want to see the area paved. Mr. Bohlmann requested the transformer located in the front be <br />hidden with landscaping and the existing asphalt curbing be replaced with concrete curbing. Mr. <br />Yager requested all light poles be no higher than 18 to 20 feet atop a 2'/z foot base to cut down <br />the light spillage onto abutting properties. All commissioners conquered that they wanted lower <br />light poles and no additional poles added. Mr. Rymarczyk advised that if the lights are lowered <br />and the front lights are changed to flat lights with shields new photometric plans needed to be <br />submitted. He further suggested that Planning Commission would need to approve the site only <br />having one curb cut as two are required. To give the commission a better understanding of the <br />surrounding properties Ms. Wenger requested the applicant submit photos of the site and all <br />abutting properties. Mr. Yager felt that the gray colors were very cool and would like the <br />applicants to look at warmer color schemes. As the entry canopy. is outdated and quite bulky he <br />requested the Architectural Review Board address the physical appearance of the entrance and <br />possibly bringing the design of the building more up to date. Applicant was asked to have a 2 to <br />2%z foot mound with landscaping along the front of the site to keep headlights from spilling into <br />the street. Mr. Bohlmann questioned what material would be used for the dumpster enclosure. <br />The commission requested the applicant provide photos of their existing stores. <br />Applicant's response: <br />Mr. Morgan advised that they are trying to drain the site in two directions by having the north <br />1/3 of the site drain to the north to tie into the Lorain Road drain and then have the remaining 2/3 <br />of the site drain to the south into the dry pond. The overflow which drains to the rear is an <br />existing pipe which will continue to be utilized. There swells along the east & west sides of the <br />property will both drain to the dry pond. He advised that with 20% less asphalt being used and <br />greenspace being added the amount of water needing to be drained would severely decrease. <br />After a heavy rain the dry pond would be designed to drain in accordance to city codes. <br />Landscaping would be added around the transformer and the plans call for new concrete curbs <br />and gutters. He would have the architect look at lowering the height of the light poles but <br />suggested that may require adding light poles. The dumpster area would be split-face block to <br />match the building and have a wooden gate entrance. Photos of existing buildings would be <br />provided showing sites during the day as well as evening so light affect can be seen. Hours of <br />3
