Mr. Rymarczyk stated the plan is showing some reduction in parking. It will still comply with <br />code; therefore, no variance is needed. <br />Mr. Durbin reported that alterations must be made to the grating of the catch basin in the middle <br />of the proposed play area to ensure the safety of the children. He also noted that existing trees <br />are not shown on the plan. <br />Mr. O'Mal1ey said that this is a sfandard review under Code 1126 and that no variances were <br />required and no legal issues existed. <br />1VIr. Gary Horton said this is an excellent location. He is proposing to have a painted crosswalk <br />along with speed bumps on the eastern side coming into the crosswalk. There is very limited <br />parking in the back. He addressed the catch basin issue and said they could put a chain Iink <br />fence arozznd it. 1VIs. Hoff-Smith argued fhat fencing around the catch basin might pose an as <br />additional safety risk, in addition to being a disruption o€ space. Mr. Horton continued to <br />address the dangers of children walking through the pazking lot. <br />The applicant stated they aze iicensed by the State of OIuo and must meet certain criteria and <br />they have approved their situation and were granted Iicenses. <br />Ms. Hoff-Smith commented that signs should be piaced on both sides of the building, speed <br />bumps on both sides of the crosswalk and more paint on the asphalt allowing it to stand out <br />more. Mr. Rymarczyk asked the applicant about kids vvalking on the grass. The applicant is not <br />opposed to lcids walking on the grass but there are plans to clear it out. <br />Resident Comments: <br />Kathy Grenig, a Coe Avenue resident was upset by the minimal notification and commented that <br />she, as a mother herseif, knows thaf the 6-12 child esfimate is unrealistic uniess they wouid be <br />brought out to play in shifts. She brvught to attention the signifieant amonnt of traffie that uses <br />Columbia Road to cut through between Lorain and Brookpazk Roads. This will only encourage <br />cnt through traffic. Being that there are two other day cares nearby, she asked why anather <br />daycare center is needed witfiin a ha.lf mile of each other. She does not see that this is a good <br />decision unless thexe are elear cut rules regarding how many children will be out and between <br />wha.t hours they will be allowed. <br />Applicant's Response: <br />Mr. Horton was asked about the capacity of the daycare and was told it would be 100-I 10 <br />children. It will predominately be infants through 5 year olds. Infants will not be taken to the <br />outside area. Tie ratio will be as follows: toddlers 6:1 and 3 year olds 12:1, a 12:1 ratio would <br />be the maximum in the playground. Of the 95 children presently, f.here are only 7 or 8 that are of <br />after-school age. The area would have equipmeIIt appropriate for the ages of the chitdren and <br />proper supervision will be provided. <br />Resident Comments:
