Under section 1118.032 there are standards listed to consider and <br />determine if a conditional use permit should be granted. <br />Mr. Spa.tding questioned how far the proposed addition wi11 be from the existing residential area. <br />Ms. Wenger said it meets the required setback. <br />Mr. Hoff-Smith said this area is very congested and has a very narrow inlet Mr. Orr said the <br />back area is strictly handled by Suburban Auto. It will include a drive through center and <br />parking in front is for clients also. Mr. Ang,elo Papotto has an agreement with Baby's R Us's <br />owner and Tops Supermarket for additionai parking. Ms. Hoff-Smith encouraged befter vehicle <br />management on the east side of the building. She said there were a lot o€ cars in the parking lot <br />one da.y at 9:30 p.m. and Mr. Lasko said there have been cars parked on the west side for quite a <br />while as well. 1VIr. Papotto addressed the Commission's concerns and said the cars in the front <br />are from rentais or night evening drops. The applicant stated flus addirion is not designed to <br />create more clients and may actually alleviate some of the cars by moving Ehem through more <br />quickly. Heavily damaged or towed cazs are in the back of the lot and customer parking is in the <br />front of the lot. - <br />Ms. Wenger questioned how they will prevent fumes from filtering onto adjacent residences. <br />Mr. Orr said the paint booths aze being relocated from the Dover Road facility, so no additional <br />booths will be added to the community. He further said the paint booths have a down draft <br />fiitration system and are 99% efFicient. <br />W. Spalding moved to recommend tLat Snbnr6an Collision Center be issned st conditional <br />use permit for the proposed addition to the ezisting building and also a recommendation <br />that a special permit be issned by the Board of Zoning AppeaLs for the proposed <br />development in accordance with the 6usiness $nd industriat disfricf standards. J. Lasko <br />seconded the motion, wluch was unanimously approved. <br />Bentlev-Coe Dav Care, 24141 Lorain Road: (WRD 4): <br />Proposal consists of additional safety measures for playground area. <br />Ms. Wenger reported that the proposal is to add an outdoor play area behind the Bentiey-Coe <br />Plaza for sole use of one of the tenants which is proposed to be a day care. The applicant met <br />with City Staffto discuss regulations governing day cares and local or state requirements for the <br />outdoor space. The City had a concern for the safety of the children wfio witI be using fihis space <br />as it is not immediately adjacent to the building, but it is across the parking azea to the reat of the <br />building where loading and service activities also occur. Due to safety concerns for the users, <br />the applicant was asked to make provisions in the proposal for safety and appear before PIanning <br />Commission. Since the meeting, the appIicant has proposed additional measures to ensure the <br />safety of the children including remaving parking stripes and installing a speed bump. The play <br />area will be fenced in as well. Mr. Horton did provide Planning Commission Members with a <br />leiter descn-bing that the azea wilI ligbtly used approximately a totai of three hours a da.y during <br />the day and ofiher safety measures taken to ensure the safety of the children.
