Wenger, AICP, Planning Director <br />Date: November 15, 2006 <br />Re: Third Federal proposal <br />As I will be unable to attend the November 15th Planning and Design Commission meeting, I <br />wish to submit my comments in writing. <br />1. Building <br />I feel a few issues still need to be addressed. First, the proportion of roof to building is <br />excessive. This is accentuated when the signage is shown on the building as there is viriually no <br />space around it between the windows and the roof. The height of the wall should be increased <br />and the pitch of the roof reduced. <br />Second, the window spacing is inconsistent. While windows are spaced appropriately along the <br />north face, they seem cramped along the west elevation. Eliminating one of the windows may <br />improve the situation. Also, I had recommended that the rear elevation contain more <br />articulation. I do not think the recessed brick panels give much benefit to the building. Though <br />the rear of the buildings contain interior storage or service areas, false windows could be used. <br />Third, the standing seam metal roof has been replaced with asphalt shingles, which I support. <br />However, there is a note in the enlarged elevation on page A2 that indicates a prefinished <br />standing seam roof, which is probably an oversight that can be resolved with the applicant. Also, <br />the color of the horizontal siding and rail on the rear of the building are not identified, though it <br />should match the shingle color. <br />2. Site <br />At the last Commission meeting, the City staff made a number of observations regarding the site <br />layout, specifically in regards to driveway placement and circulation in and around the site. The <br />Engineer reported that the driveways did not comply with the City's radius requirements. Upon <br />evaluation of the plans submitted, the driveways still do not comply with code. A driveway has <br />been added to the east side of the site, which is designated exit only; however, there is nothing <br />which would prevent a driver from turning into the site.
