materials as exists on the site which are drought resistant and would be maintained by hand. <br />The building materials will match those used in the plaza currently. <br />Mr. Lasko questioned what the north bays were used for in the past. Mr. Report with Stark <br />Enterprise advised that the building was originally built to be a Zayres Department store <br />which had a service garage with 5 bays. Therefore they are returning the area to a service <br />garage. They are trying to accommbdate small businesses. The tenants lease does not allow <br />him to have more than 2 cars parked outdoors at any time and they will try to enforce it. <br />Regarding the trash enclosure being blocked there will be signs posted stating that parking is <br />not allowed during the hours in which the dumpster is to be emptied. They have dumpster <br />pickup before business hours between 5:30 am and 7:30 am. The site that would be most <br />affected is the City Club which generates traffic more in the evening hours then business <br />hours. The only time parking would be an issue is during the lunch hours but there is an <br />entire parking lot which can be utilized. Employee parking is located in the outer zones and <br />they would not allow employees to park along the north side. He was not aware nor was he <br />prepared to answer questions regarding parking vehicles indoors as there could be vehicles <br />dropped off in the evenings. However he will look into a solution to indoor parking. <br />Currently there is no irrigation at the site but the site is maintained and there is an upkeep <br />schedule which is followed to ensure the site looks freshly maintained. It has been his <br />experience that irrigating flower/shrubbery beds do not do well therefore they only irrigate <br />lawns and have a hand watering schedule for the beds and if any plants die they are replaced. <br />More detailed landscaping will be in the new plans however before they put more time and <br />effort into detailed plans they would like to know if the city is open to them moving forward <br />with the proposal. The existing T J Max loading dock ramp will not change and continue to <br />be used as it currently is but they will paint the ramp yellow. The landscape area will replace <br />the exiting gravel bed. <br />Mr. Malone suggested that the plans showing landscaping did not look complete so he would <br />comment only on what is shown. The 4 honey locus trees are placed 2 around the trash <br />dumpster and 2 in the new islands. He prefer colorful trees such as ornamental cherry trees, <br />either weeping cherry or kanzan cherry that is upright low growing canopy has dark greenery <br />and pink flowers in the spring. Mr. Blazek suggested that proposed trees will be more of a <br />yellow leaf than green and the evergreen arborvitaes chosen for screening will be a red <br />burning bush and a flowering evergreen which will require little water but have color. Mr. <br />Malone emphasized that the site needed color and the use of honey locus is way over used in <br />the area. The trees need to be low growing along Lorain Road due to the changing elevation <br />and line of site. He suggested using mugo pine, stella D'Oro, Daylilies, low growing <br />junipers, and other varieties of perennials should be planted in the beds/islands. Mr. Report <br />suggested that the plants currently in place are designed by Bialosky Architects which has a <br />pallet to choose from. They will take into consideration the use of locus or upright maple <br />which will be red in the fall or emerald green. However a major factor in choosing trees is <br />withstanding/being salt tolerant. The final plan will show colorful trees and plants. <br />Mr. Lasko voiced that the applicants are implying that they are just converting back to a <br />service station but there is a difference between auto service and auto body and the name of <br />the business is Quality Collision. Mr. Report suggested that the tenant did service work and <br />some minor collision work which you can tell by the small paint booth scheduled to be <br />installed. He is not sure how much painting will be done as he is not the leasing agent but he <br />believes that the percentage is more service than auto body. Mr. Lasko questioned if the Fire <br />9
