11. The size of the bells wnll be decreased to 4 feet eliminating variance # 10. All wall signs
will be eliminated accept the north wa11, vvvhich will have a bell and an identification sagn thereby
elimiuating variance # 9 for number of wall signs. Hawever, they wouid like to have the two
signs ofl the east side of the building if they could. Mr. Rymarczyk reviewed that if the bell
signs were less tban 2 feet apart from the adentification sign the signs would be boxed and
considereci 1 sign, but due to the height they would require height variances in lieu of numt>er of
signs. Addressing the width of driveways new plans will be submitted showing driveways ta be
24 feet eliminating variance #4. i)ue to the size of the existing lot variances # 1 & # 2 can not be
decreased or eliminated. However the new building was moved back an additiona120 feet from
where it currently sits. The lot will not accommodate 2 additional parking spaces ancfl most of
their patrons go through the drive-thru, very few enter the building.
Mr. O'Malley suggested that the Board of Zonnng Appea.is was very strict about up holding city
codes and often £nd it hard to observe hardship or practical difficulty. He strongly suggested the
applicant decrease the nuuyber of variances being sought to fhose which were truly a hardship.
Mr. Dtagas said he wouid rework a new photometric plan to try to eluninate ail variances for
lighting.
Mr. Malone requested the new fence be vinyl as they Iast Ionger and requires no maintenance.
The residents to the south should be well buffered and the trees in the southwest area (Iabeled Et-
6) maple trees shovld be removed and replaced spread out and the groupings of 3 crabapple trees
should be changed to Norway spnace to znatch the others in the azea and spread out in a staggered
pattern. The Crabapples could be use in front of the Norway Spruces ta adci colar axid interest.
Et-4 tcee is too cioser to Et-3 and should be removed and not replaced. Aiong the east perimeter
remove Et-1 (sugar maple) and replace with 2 Cleveland Select Pear trees placed As tree lawn
trees along Coe IZoad. Along the west periffieter there shoixld be ffiore creativity when replacing
the hedge, add groupings of dwarf weigela or dwarf viburnum to the Taxus x Media. The
northwest and southeast groupings of Nt-I crabapples are too crowded and should he removed
and pflace 1 Nt-1 sergeant crabapple on eitlier side of the nortfli en9aance drive and l Nt-1 se$geant
crabapple at the southeast entrance drive and each should have low growing perennial plantang
beds. The Lcarain and Coe entrance drives shauld match. PIERIS 3aponica "Mouaitain Fire" will
not Iast so use dwarf weigela or dwarf viburnutn and carry the theme throughout the site.
Mr. Yager reviewed that prior to the staff meetiaig the buiidmg was stone and E.F.I.3, with a
vibrant color palette ammd since the rneeting the building design was simplified and the color
paiette as getting there. AIthough the newer plan is stronger he is concerned that thin brick is
being used. I)ue to the inclement weather in Ohio thin brick will start gopping off the building.
The namber of coloas in the palette being used creates too anany reveallines and the upper panels
look like signs. The imagery (color palette) of the font page of the plaYas should be accurately
refleeted throughotrt the remaining piatis. "Fhe brilliancy of the color palette should be reduced
or eliminate one of the colors in the palette. T'he panels in frant are desirable but not sure fhey
are needed. Itoof #op unats are not to be visibfle at a1fl and utilities run undergrouaad. All existing
asphalt should be replaced and the maantenance progtam stronger. He liked the contemporaty
loak of the belI being siightly highex then the top of the roof with the curve. He requested
variance # 11 sign extending above the wall be sought artd the west and east sides of the building
be curved. The building still needs to be toned down and eliminating one of the colors froffi the
color palette would assflst in achieving that. The applicant shoinld request the manufac9.iire of the
thin brick, put in writang its ability to withstand Ohio's inclement weather and state how long it
is expected to last.
Mr. Dugas reviewed that their headquarters requires every Taco Bell building to be revamged or
demolished and rebuilt every 20 years. Therefore due to the srabstantial cost of fiall brick the
8
