panels located on the back of the building need to be screened from view they should either be <br />raised or the proposed rear service yard wall should be extended to screen the panels. Mr. <br />Kilgore agreed to extend the service wall to the south to cover the utility panels. <br />Mr. Malone believed that the applicant did a good job with landscape revisions. He requested <br />that the crab-apple tree variety used be Donald Wayman, Prairifire, or Sargeant as they are <br />disease resistant. The honey locus trees should be thornless and the transformer on north east <br />side should be slid into the landscape bed to be screened. Mr. Kilgore said if approved by CEI <br />the transformer would be moved into the landscape bed. <br />Mr. Bohlmann questioned if the curb-cut along Great Northern in front of the Conrad's <br />building was required by code to be eliminated. Mr. O'Malley suggested that due to the fact <br />that the curb-cut is pre-existing and serves an existing business it is not an absolute that the <br />curb-cut would have to be eliminated. The commission can address traffic and circulation, and <br />could also request a traffic study if they wish. Mr. Bohlmann did not feel the decreased size or <br />right turn only would address the existing traffic problems created by the curb-cut and felt it <br />should be eliminated. Mr. Kilgore advised that throughout their negotiations with Conrad's <br />they were very clear that they did not want the curb-cut eliminated. They conducted a traffic <br />study which showed that if the curb-cut was decreased in size and access was limited it would <br />not adversely affect the area and suggested that it would relieve some safety concerns. There <br />will also be a curbed pork-chop installed to keep cars from turning left. Ms. Wenger advised <br />that the applicant provided a traffic study although it was not specified to the curb-cut in <br />question, it recommended decreasing the size of the curb-cut and making it a one way only <br />which the applicants have done. <br />R. Bohlmann moved to eliminate Cona-ad's eurb-cut loeated on the east side of Great <br />Northern Blvd proximally 45-feet frorn the interaction. M. Meredith seconded the <br />motion. <br />Discussion: Mr. Yager requested Mr. Raig's opinion regarding the curb-cut from an <br />engineering standpoint. Mr. Raig advised that O.D.O.T. has reported that the area has a high <br />volume of accidents and eliminating the number of curb-cuts was a recommendation and the <br />applicants are addressing that issue by meeting the request halfway. The impact on the <br />business which is pre-existing needs to be taken into consideration and how the elimination <br />would impact that business as well as other internal issues. He believes that the applicants <br />have provided a very reasonable compromise to an issue which is not easily remedied. Ms. <br />Wenger said consideration should be made for the possible traffic impact eliminating a curb- <br />cut would have internally to the site. The proposed use of the lot is automotive oriented where <br />as the last occupant was not. The applicants have worked with the city staff, the owner and <br />neighboring business to reasonably provide a method to decrease the impact the curb-cut has <br />on the intersection. <br />Roll call: R. Lasko moved to approve the proposal for Chick-Fil-A of 4777 Great Northern Blvd <br />which consists of a new free standing restaurant and site improvements incorporating the <br />commissions previous approval of landbanking 4 parking spaces and in conjunction with <br />variances granted by the Board of Zoning Appeals with the following conditions: 1). <br />Any/all roof top units are to be screened from view. 2). The rear service yard wall is to be <br />extended enough to cover the utility panels. 3). Disease resistant variety of crab-apple <br />2
