Roll call: R. Bohlmann -.no; M. Yager,ldI. Meredith, M. Mahoney, G. Malone, J. <br />Cotner and J. Lasko - yes. Motion Passed. <br />V. NEW BUSINESS: <br />Mr. Lasko advised that both proposals from Westfield Mall would be reviewed at the same <br />time however motions would be made independently. <br />1. Archiver's; 4954 WEA Great Northern Mall: (WRD # 4) <br />Proposal consists of a new fagade for proposed 5,750 square foot site. <br />Ms. Wenger reviewed that the two proposals consisted of renovations to the north face of the <br />existing Westfield - Great Northern Mall in order to provide storefronts for Archiver's and <br />Wild Mango restaurant. There will be no changes to the overall footprint of the building nor <br />require additional parlcing spaces or site lighting. However plans submitted do show <br />decorative lighting on the buildings. Due to the two businesses being located in the same area <br />Westfield Corporation provided a coordinated landscape plan for the plaza area and both <br />storefronts. Mr. Rymarczylc advised that Westfield is required to submit a master sign <br />paclcage. <br />Hidetaro Kashima with Westfield Corporation came forward to represent the mall. He <br />reviewed that the two tenants would be filling existing vacancies. He presented a coordinated <br />landscape plan for both storefronts. Benches, bilce racks and trash receptacles will also be <br />installed. The center area between the two businesses is currently a loading dock and for now <br />will remain a loading dock. However there would be a new fagade created for the area to <br />match those of the two businesses and presented at another time. Mr. Lasko questioned why <br />the dumpster area was not being addressed at this time. Mr. Kashima advised that the mall <br />wanted to see how the new business looked first before creating the new fagade. There is a <br />former TGI Friday space which is vacant and needs to be leased and at that time the loading <br />doclc area would be addressed. <br />Mr. O'Malley reviewed the requirements for a master sign plan. Mr. Malone believed that if <br />the mall was required to create a master sign paclcage they should be required to create a <br />master landscape plan for the mall as well. Ms. Wenger advised that a master landscape plan <br />was a good idea however it is not required by code as is a master sign package. Mr. Kashima <br />advised that Westfield would create a master sign package. Mr. Lasko stated that the <br />commission would continue to address both applicants but occupancy permits will be <br />conditioned upon a master sign plan being submitted and approved. <br />Mr. Yager was concerned that the new tenants are exterior only tenants as the survival of a <br />mall is usually driven by the liveliness and interaction throughout a mall. He asked if the mall <br />was concerned of how it would be affected and if future tenants were going to be exterior only <br />tenants. Mr. Kashima indicated that the mall is currently experiencing vacancies and they are <br />worlcing hard to bring in new tenants. The space which is being occupied by the two new <br />tenants is space which has been vacant for more than a year. The development process of the <br />two sites was to absorb/use vacant space and generate more traffic to the north side of the mall. <br />They believe that the new layout will encourage other vacant space to develop and will also <br />have interior space which can be occupied.
