brealc up the stark appearance. He suggested that a tree survey be conducted to identify trees to <br />be preserved. The dumpster enclosure should be screened. The main entrance would benefit <br />from a combination of low growing evergreens, junipers or taxus with a mixture of flowering <br />perennials. The thin landscape strip along the west driveway could have globe-yew or other lolN <br />growing evergreens. The sign and remaining foundation area should be uniform with th.e <br />mixture of evergreens and flowering shrubs and perennials. He recommended mounded <br />landscape beds in the south east area as well as south west. The commission requested the si1:e <br />be irrigated in accordance to city codes. Ms. Wenger requested Mr. Malone join the <br />administrative team to oversee the landscaping plans developed. <br />Mr. Rymarczyk reviewed that all lights on the building would need to be full cut-off down lights, <br />and the placement, size of light poles and flag pole are regulated by zoning codes. He advise;d <br />that the generator along the east side would need to be looked at as noise levels are restrictive <br />near residential areas. The utility pad shown in the front east corner of the building would nee-d <br />to be screened as well. <br />The following residents were present to address the fire station: Ms. Clark, Mr. & Mrs. Joyce, <br />Mr. & Mrs. Pohlchuck, Mr. Kinzel, Mrs. Eian and Mr. Rezzano. Residents had the following <br />concerns: <br />1. Mechanical equipment along the east side of the site will increase noise levels. <br />2. Headlights from emergency vehicles and visiting vehicles will shine into their homes. <br />3. Standing water in the detention basin will increase and cause more mosquito's and flooding. <br />4. The detention system should be moved further west closer to the Metroparks. <br />5. Buffering should include mounding, trees and fencing be placed along the east side property <br />line to reduce light and sound. <br />6. The rear area of the property should continue to be maintained. <br />7. As many as possible of the existing trees should be saved. <br />8. Buffer trees should be a minimum of 8 feet tall. <br />9. The dumpster enclosure should be moved to the west to reduce the amount of noise, <br />smells/fumes and activity near the neighbors. <br />10. Their existing level of privacy afforded by the existing trees on the property would <br />dramatically be reduced by the construction of the fire station. <br />J. Lasko moved to approve the North Olmsted Fire Station #2, PPN 233-13-005 with <br />recommendations to incorporate the architectural recommendations of the Commission, <br />address buffering on the east side of the property, and involve the City Forester ajid <br />Commission landscape expert in the landscape and buffering design. R. Bohlmann <br />seconded the motion, which was unanimously approved. <br />V. COMMUNICATIONS: <br />Ordinance No. 2006-007 <br />An ordinance amending section 1126.03 of the zoning code in order to add storm and sanitary <br />sewer certification requirements to the development plan submittal requirements for commercial <br />developers. <br />Ms. Wenger reviewed that City Council tabled the ordinance in committee therefore she did riot <br />believe that the commission needed to act on the ordinance. However, Mr. O'Malley requested <br />the commission malce a formal motion on the ordinance. <br />J. Lasko moved to recommend that Ordinance 2006-007 not be recommended to City <br />Council. R. Bohlmann seconded the motion which was unanianously approved. Ordinarice <br />2006-007 is not recommended. <br />5
