Mr: Lasko invited all interested in viewing the plans to come forward and provided time to <br />review the plans. Mr. Andrako asked if there would be lights left on all night and if not when <br />they would be turned off. Mr. Rerko questioned how the outside lights would be controlled. Mr. <br />Conway advised that lights are required to be turned off within one hour of closing. Mr. Serne <br />advised that all lights are on timers which turn lights on at dusk and off at midnight. <br />Commissions findings of chapter 1118 Conditional Use permit: <br />(a) The use is compatible with the surrounding neighborhood and is a continuance of the use. <br />There will be no objectionable influences. <br />(b) The site can accommodate the use consistent with design standards and in conformance with <br />the development regulations for the district as presented in presentation. <br />(c) The proposal does not impede normal, orderly development of the area as the nature of the <br />use is a less impactful use compared to surrounding uses of the district. <br />(d) On-site and off-site traffic patterns will not adversely be impacted due to the existing traffic <br />light. <br />(e) Public facilities and services will not be adversely impacted or limited, in fact the parking <br />.addition will enhance police and fire accessibility. <br />( fl The plans show no adverse impact on any neighboring property owners. <br />J. ` Lasko moved to recommend granting John Knox Church of 25200 Lorain Rd a <br />Conditional Use Permit based on the Commission's findings. R. Bohlmann seconded the <br />motion which was unanimously approved. <br />J. Lasko moved to approve the proposal for John Knox Church of 25200 Lorain Rd which <br />consists of additional parking & new entryway with the following conditions: <br />1. The Building Department review and acceptance of newly submitted photometric plan <br />meeting code requirements. . <br />2. Lot consolidation plat to be submitted and approved. <br />1The City Engineer's recommendation of moving the southeast swale inward onto the <br />church's land and meet all engineering requirements. <br />4. On both island areas between the newly planted trees and along the east and west <br />walkways as well as the southern edge closest to the Lorain Road side a series of low <br />flowering shrubs or burning bushes are to be added to enhance the landscape <br />appearance. <br />R. Bohlmann seconded the motion which was unanimously approved. <br />2. Pet Smart Inc.; 26063 Great Northern Plaza: (WRD # 4) <br />Proposal consists of adding indoor animal boarding facility. Note: Conditional Use permit is <br />required. <br />Ms. Wenger reported that PetSmart was expanding their store and proposes to include an indoor <br />animal boarding facility. The intent is to expand using additional tenant space without enlarging <br />the building, making minor exterior changes and requesting new signage. Indoor animal <br />boarding facilities are conditional uses in the General Retail Business district; therefore, a <br />conditional use permit is required. <br />Mr. Conway advised the applicant that scaled drawings were needed for the new signage so an <br />, accurate review of the variances could be determined. The plans show the facility will be more <br />than'350 feet from residentially zoned property to the south. He recommended the commission
