COIVIS07-0020: Hamuton Inn; 25105 Country Club Blvd (Ward 4) <br />' Representatives: Philip Dumot, Project Manager <br />The proposal consists of adding a 50' x 40' pool house building. Ms. Wenger reported that the <br />proposal is a building addition to accommodate a pool. The project location is in a mixed use <br />district. Therefore under Chapter 1149, the proposal qualifies as an amendment to a detailed <br />development plan. The addition is designed to match color and materials of the existing hotel. <br />Recommendations made during pre-submission conference included adding masonry <br />wainscoting around the building, using a layered shingle for a more dimensional loolc, adding <br />more control joints in EIFS for visual interest, adding screening around HVAC condensing units, <br />and adding more extensive landscaping design and diversity, which she found to be lacking <br />around the building and condensing units. She recommended the commission limit discussion to <br />recomrriendations for changes to the proposal only. Once the recommendations have been <br />incorporated into new plans, Council will have their opportunity for review under 1149.10. <br />Mr. Conway reported that the hotel use was given approval many years ago under zoning which <br />had since changed. The applicant requires no variances and the addition will be located in line <br />with the southwest corner of the existing building. The former Planning Commission <br />conditioned their approval on the landscaped area which will be removed for the addition. <br />Therefo're the commission would need to approve the removal. Mr. Collins said a storm water <br />calculation is required as well as site improvements and elevation construction plans. <br />Mr. Dtimot presented a book of information to the Commissioners. The proposed building can <br />best be"constructed along the southwest area of the site. While designing the pool house they <br />warifed to ensure the east area remained greenspace. The HVAC system will be a state of the art <br />desert.air systern which will reclaim the air in the pool house, remove the moisture and <br />redistribute the air. The system will ensure the moisture will not leave the room or penetrate the <br />walls: fihree guest rooms abutting the pool will be converted into a lanai/veranda and will <br />include `fencing to separate the rooms from the pool. <br />Mr. Rerlco said the masonry on the lower section of the pool should complement the existing <br />buildirig.' The condensing units should be inoved to the south side of the pool house building to <br />not be 'visible from the front of the hotel. The control joints on the building should be in line <br />witll..fHe windows for stability. The top course above the windows should have a thicker EIFS <br />system to loolc lilce a banding. He asked how the moisture within the building would be kept <br />fron-i°seeping through the walls. The applicant advised that the moisture would not be an issue. <br />,... , ? . <br />Mr. Malone agreed that the condenser should be moved to the back of the building and landscape <br />screen'iilg added around it. The west side of the building shows 15 plants being removed and <br />replac.ed with box-hedges. He would like to see a combination of burning bushes and Japanese <br />holly used for texture and color in lieu of the box-hedges. The applicant should improve the <br />laiidscaping throughout the entire site. The area is a gateway into the city and the landscaping <br />should be enhanced. The northeast corner of the property should be improved with raised <br />land'scape beds along the parking lot line to include ornamental pears, spruce trees and low <br />growing flowering shrubs. The remaining green space along Country Club Boulevard should be <br />planted with deciduous trees such as maples and oaks intermittently throughout the area.
