^ r , <br />: <br />1VIs:; Wenger reported that the proposal consists of minor exterior renovations including new <br />canopy, adding outdoor patio seating, improving the existing dumpster and new signage. The <br />parking shown is insufficient for the amount of seating proposed and will require either seeking a <br />variance or decreasing the amount of seating. The new signage also requires variances. <br />1VIr. ; Conway reported that the parking shortage is based on the amount of inside and patio <br />sbatirig, which is greater than the previous tenant. The patio is on top of the four landbanked <br />parking spaces, which makes them unusable as landbanked parking. There is nowhere on the <br />site which can accommodate more parking spaces. <br />Mr. ?Collins reported that the traffic onto Whitethorn does not always trigger the traffic signal and <br />causes vehicles to stack up on Whitethorn. Therefore the engineering department recommends <br />the applicant install a traffic signal loop detector at the northeast drive to assist with traffic flow. <br />1VIr. `O'Malley recommended addressing signage as it relates to the site and building design. <br />NIr. _Boyle, the architect, and the owners Mr. and Mrs. Bennett were present. Mr. Bolye said the <br />signage requested is for visibility. The monument sign, menu board and directional signs will be <br />replaced with new signs. The existing yellow canopy will be removed and a new canopy <br />installed. The dumpster enclosure will be refurbished by replacing damaged boards. While there <br />is.,. more indoor seating, not every seat at a table is generally used. Outdoor seating was <br />previously used and will continue to be used seasonally. The seating is temporary and will not <br />prevent the use of the landbank parking. He will install the loop detector in the driveway and tie <br />into'the existing detector. <br />Mr. 'Malone said there was no landscape plan and asked if landscaping would be added to the <br />patio area and the pavers replaced or cleaned. Mr. Boyle said the brick pavers and seating area <br />would remain as they currently exist. Mr. Malone requested the grass area between the street <br />arid drive-thru area to include low growing evergreens and perennials. The entranceways and <br />area': around the monument sign should be dressed up as well. Include shade tolerant perennial <br />plants in the area beneath the three trees at the rear property line. <br />Mr. Rerko agreed the loop detector is necessary. He questioned if the canopy would be a new <br />system or just refaced. Mr. Boyle said only the fabric canvas would be replaced with a new <br />canvas. Mr. Rerko said the building and the pavers should be power washed. The fence needs to <br />be repaired throughout the site as well as the dumpster area. The irrigated barrels are beyond <br />repair and should be replaced. Mr. Boyle said the buckets would be removed not replaced and <br />tfie pavers would be power washed. Mr. Rerko questioned if the patio would have outdoor <br />lighting. Mr. Boyle said that they may have outdoor landscape lights for safety. It was discussed <br />tliat additional lighting may not be necessary due to hours of operation and the temporary, <br />seasonal nature of the patio. <br />Significant discussion took place regarding parking sufficiency and traffic on site. Mr. Conway <br />said the code bases the parking on the number of seats at the restaurant including outdoor <br />seating. Mr. Rerko felt that the outdoor seating could be removed at any time to use the <br />landbanked parking if needed. Mr. Conway reviewed that if the outdoor seating is removed the <br />applicants are allowed 44 indoor seats as there are 18 striped spaces and 4landbanked totaling 22 <br />spaces. However the applicants show 47 indoor seats and 12 outdoor seats which requires 30 <br />parking spaces and as there is only 19 possible it creates the 11 parking space variance request. <br />Mrs: Meredith questioned if the city received any complaints regarding the lack of parking <br />available at the site. Mr. Conway said he was not aware of any parking complaints. <br />3
