? Council Member Dailey-Jones thanked the commission for making sure the property maintenance <br />issues are addressed as she has received calls from residents regarding some of the maintenance <br />issues brought up. She appreciates that KFC is updating their building and addressing <br />maintenance issues and believed that their efforts would inspire neighbors to maintain their <br />property as well. <br />J. Lasko moved to approve the proposal for Kentucky Fried Chicken of 29701 Lorain Road <br />consisting of exterior modifications and site improvements with the following conditions: <br />1. A new landscaping plan is to be submitted showing existing plants, new plants, <br />perennials, irrigation system, berm addressed and a legend. <br />2. The KFC tower, awnings nor the canopies will be illuminated or backlit. <br />3. All building and site maintenance issues are to be resolved including resealing and <br />striping the parking lot. Fencing, doorways, window framing, directional signs, light <br />poles and flagpole are to be repaired and /or painted. <br />4. No signage is to be put on light or flag poles and flag pole include a flag. <br />5. The plans will show the existing garbage enclosure is to be enlarged enough to <br />accommodate all dumpsters. <br />6. The trench drains are to be repaired to the Engineering Department's satisfaction. <br />7. The elevations are to accurately identify elevations and all building materials are to be <br />labeled on the plans. <br />8. The canopies are to be metal with gooseneck down lights only. <br />Revised plans are to be submitted for review prior to City Council's review. G. Malone <br />seconded the motion, which was unanimously approved, 4-0. <br />V. NEW BUSINESS: <br />1. Crocker Stearns Corridor Proiect: (WRD # 3) <br />Redevelopment plan & Design strategy for the Crocker Stearns corridor. <br />Ms., Wenger reviewed that the 2005 Master Plan recommended creating an action plan for the <br />Crocker Stearns corridor to address the changes resulting from the extension project. Several <br />meetings were held with the Urban Design Center and the community to determine the best <br />strategy. She reviewed the various public meetings. The corridor was broken into three areas to <br />address, Stearns Road from I-480 to Lorain Road, the Lorain Stearns intersection, and the sound <br />walls north of Lorain Road. From the meetings with the public and steering committee, the UDC <br />compiled the ideas and their recommendations into a plan. Once the Commission and City <br />Council adopt the plan the implementation will begin with assistance from the economic <br />development consultant. She introduced Ms. Schwarz the team leader of the project who reviewed <br />the recommendations. <br />Ms. Schwarz reviewed the three study areas. The goal in holding the meetings was to find the best <br />viable land use for the areas in question. Through the meetings the most economically feasible <br />way to soften the sound wall was with plants. The intersection of Stearns and Lorain is a focal <br />point as traffic would be increased with the completion of the corridor. The intersection will <br />become an anchor into the city and the development of the intersection has areas which can be <br />improved and some which are already developed such as the Rite Aide on the northeast corner and <br />funeral home on northwest corner. The BP at the southwest corner and strip center along the <br />southeast corner both should be looked at for ways to enhance the intersection. It was found that <br />most property owners along Stearns to I-480 were mainly concerned with which zoning would <br />provide them the highest return on their home. Those who have no intention of leaving the area <br />did not want the zoning altered. It was found that the I-480 area would be best served as non-retail <br />4
