,. .? <br />Mr. Malone requested the 20-inch maple tree in the northeast corner between the 24-inch cherry <br />and 20-inch maple tree be saved. The Mugo Pine trees slated to be used around the hammerhead <br />will be problematic. Mr. Burlij said their architect believed that trees too high could create safety <br />issues in and around the hammerhead. Mr. Malone suggested using medium Taxus upright variety <br />(Hicksii) installed at minimum 36-inch height plantings spaced 18-inch on center. Juniper <br />(Pfitzer) installed minimum 36-inch height plantings spaced 30-inch on center. Flowering shrubs <br />to use should be a mixture of Viburnum Carlesii and Forsythia. He said not to continue the <br />plantings too far down Kennedy Ridge so that it is obvious that the hammerhead turnaround is <br />there. He expressed his appreciation of the applicant's efforts to save as many trees as possible. . <br />Mr. Bohlmann felt the matter of dedicating the hammerhead should be clarified. Furthermore it <br />should be clear on the plat as to who will be responsible for maintaining both. He noted that the <br />submitted Plat of Consolidation and Street Vacation assembly #3 is not being consolidated with #9 <br />& 10 and questioned if ownership of #3 would remain under ODOT or be transferred to RTA. <br />Mr. Kleve stated that RTA may obtain the parcel later but for now it would remain under ODOT <br />ownership. However a letter was submitted giving RTA permission to use the land. <br />Councilman Orlowski wanted assurances that headlights would be blocked around the <br />hammerhead year around and reviewed the recommended plants which would be used. Mr. Burlij <br />said there would be a 1%Z foot mound around the hammerhead and the plants would be staggered <br />and the color blooming plants would be interspersed for accent. Mr. Malone said the deciduous <br />shrubs should be used as accent plants to enhance the appearance. Mr. Dirk, a neighbor, asked to <br />keep . the two witch hazel trees/shrubs along his rear yard. Mr. Burlij said a 5 foot perimeter <br />around the entire site will remain in its natural state to ensure neighboring topographies are not <br />altered. Mr. O'Malley said he believes that the administration, staff and the Planning & Design <br />Commission have worked diligently to work with RTA in an effort to workout issues and allow <br />RTA the opportunity to meet their tree removal deadline of April 15, 2007. <br />J. Lasko moved to approve the proposal for RTA Park and Ride Expansion at 5575 Great <br />Northern Boulevard, which consists of expansion of the transit facility with the following <br />modifications: <br />1). Preserve the northeast corner 20 inch maple tree. <br />2). Install Taxus upright variety (Hicksii) at minimum 36 inch height plantings spaced 18 <br />inch. on center. Install Juniper (Pfltzer) minimum 36 inch height plantings spaced 30 inch on <br />center. The proposed plants will be planted in staggered rows and will terminate slightly <br />short of the entrance to the proposed hammerhead. <br />3). RTA is responsible for all plants installed and is required to replace plants if <br />damaged/dead. <br />4). The two (2) witch hazel trees located along the rear property line of the owner of PP# 236 <br />17 001 are to be saved. <br />5). The plants around the hammerhead will be atop a 1%Z foot mound which is to be installed <br />and shown on final plans. <br />Final approval is subject to the approval of the Plat of consolidation and street vacation.
