.W <br />Vacation, Lot Consolidation & 1)edication Plat for RTA: 5575 Great Northern Blvd. (VVRD <br />4) <br />The proposal is to vacate the end of Kennedy Ridge Road (0.6022 acre) north of the existing RTA <br />Park-N-Ride and to consolidate the vacated road with Permanent Parcel Numbers 236-13-006 <br />(approximately 0.25 acre) and 236-013-007 (approximately 0.79 acre). The consolidated area will <br />be used to expand the Park-N-Ride and will be 1.5329 acres. <br />The property is zoned B, Residence, Single and is located within the Public Facilities Overlay <br />District. The location is at the west end of Kennedy Ridge Road north of the existing Park-N- <br />Ride. Note: PDC tabled proposa103/14/07. <br />J. Lasko moved to table the RTA Vacation, I,ot Consolidation & Declication Plat for 5575 <br />Great Northern Blvd. R. Bohlmann seconded the motion which was unanimously approved. <br />3. Drull Mart; 84485 Lorain Road (WRD 4) <br />Proposal consists of building renovations and a drive-through addition. Note: PDC tabled proposal <br />O1/10/07. <br />Ms. Wenger reported that the applicants submitted revised elevations, requested traffic study, <br />photometric plan and sign package. The drive through canopy has been reduced and will not <br />obscure other plaza tenants. The northeast corner sign bump out area was eliminated and the sign <br />is located on the entrance tower which is now the focal point. The comprehensive landscape plan <br />was not submitted due to weather conditions. If the development plans are approved the <br />comprehensive landscape plan should be made a condition of approval. Parking and lighting <br />meets code requirements. She recommended the 31 landbanked parking spaces be striped in <br />during the renovations to accommodate future growth and expansion. <br />Assistant Building Commissioner Mathews reported that the sign package received was reviewed <br />and noted that the proposed signage was substantially reduced from what currently exists. The <br />existing ground sign will be refaced, 1 wall sign is shown on the north entrance tower, and 2 wall <br />signs on the west elevation. Although both Drug Mart signs are permitted a variance is required <br />for the proposed northwest drive through canopy sign. <br />Mr. Howe, the architect addressed the commission. Mr. Howe said the canopy was reduced in <br />size and moved northward to ensure the sign would not hinder other business. The character of <br />the north and west elevations were readdressed by moving the north wall sign into the tower to <br />emphasize the entrance and the tower itself was decreased in width. Once the weather clears they <br />will submit a comprehensive landscaping plan. The EIFS area wall color in the tower and <br />shingles will match the Dairy Queen building. The entire site will be re-striped and the storm <br />water retention, photometric plan and traffic study was submitted. <br />Mr. Rerko requested the 6 inch cap/trim along the top and bottom ridge of the tower be continued <br />along both the north and west side of the building including through the tower. The north <br />entrance columns should be the same height as the northwest and southwest columns on the tower. <br />He requested the east and southwest tower faces have the same detail as the north and west tower <br />elevations. The columns east of the north entrance are to be equal in form. <br />Mr. Malone felt the planting beds had a lot of open space and needed to be filled at least 50% with <br />flowering perennials for seasonal color. A lengthy discussion took place regarding the existing <br />chain link fence which the commission felt needed to be replaced not fixed as it appeared to be <br />beyond repair.
