Lasko moved to approve the proposal for Wild Mango of 362 Great Northern Mall as shown <br />in the development plans stamped March 7, 2007 with the following conditions: <br />1. Westfield Corporation shall submit a comprehensive landscaping plan for the north faqade <br />of the mall within 60 days. <br />2. The changes found acceptable include the differing base material, different height of the <br />base, different door, different door and window framing, different column material, and the <br />removal of the bird wire. <br />3. The proposed revised lighting fixture is an acceptable fixture to be placed over the six <br />awnings but rather than the antique bronze finish the Commission recommends the finish be a <br />mirror finish. The Commission recommends such lighting will not exceed 90 watts each both <br />up and down and is found to be decorative lighting therefore not requiring any variance. The <br />three light fixtures which are installed within the archway are recommended to be replaced <br />with three mini spot fixtures such as MR16 or equal. <br />4. In order to tie together the elements which were originally approved with the elements that <br />are proposed to be approved as amended, it is the Commission's recommendation that the <br />EIFS material indicated as classic cream will be changed to a color to be determined by the <br />applicant but reflecting a more gray tinting so as to tie together the entire appearance of the <br />fa?ade of the building in a more complete package. R. Bohlmann seconded the motion which <br />was unanimously approved. <br />2. RTA-Park and Ride Expansion; 5575 Great Northern Boulevard (WRD 4) <br />Proposal consists of expansion of the transit facility. Consolidation plat will be required. Street <br />vacation plat will be required. Note: PDC tabled proposa101/10/07. <br />Ms. Wenger reported that the proposal consisted of expanding the existing RTA Park and ride <br />facility to include additional parking, lighting and stormwater detention but would not include new <br />structures. The applicant modified the grading in order to move the drainage swale onto the RTA <br />property as the commission requested. Solid fencing is shown stepping off of the buffered mound <br />around the basin area and does not show a gate along Kennedy Ridge Road. Landscaping is <br />provided along I-480 and the mound screened. Landscaping appears along the ODOT highway <br />property. ODOT submitted a letter indicating their agreement to the proposed plans. Additional <br />landscaping needs to be added around the hammerhead area to block vehicle lights. <br />Mr. Collins said the applicant's site engineer is addressing the easement, embankment work, and <br />sewer work along ODOT right-of-way. However he said there were discrepancies pertaining to <br />existing and proposed trees on different sheets of the plans. The hammerhead needs to be dedicated <br />to the City as the City will be responsible for maintaining the street. The County is required to <br />approve the applicants' plat prior to the City approving the vacation plat for the project. All sections <br />of land owned by ODOT needs to be consolidated into one parcel as well. <br />Mr. O'Malley reviewed the commission's role in addressing street planning issues, which include <br />vacating a street no longer utilized. <br />Mr.'Kleve, RTA Engineering Director, Mr. Burlij, RTA facility` manager, and Mr. Goerndt with <br />Osborn Engineering addressed the proposal. Mr. Kleve reviewed the letter from ODOT stating that <br />plans are acceptable and would approve all permits necessary. As requested the hammerhead will be <br />dedicated to the City so the plans will be revised. Mr. Kleve requested the commission grant them <br />partial approval so they can continue to move forward with tree removal before an EPA deadline of <br />April 15, 2007. He requested the City grant them the right to remove existing trees prior to receiving <br />final approval. <br />3
