? Mr. Malone reviewed the landscape plan; in the northeast corner the 24 inch maple and 20 inch <br />cherry trees should be kept. The 38 inch oak tree in line with the proposed detention gate should be <br />saved as it is a specimen. Mr. Burlij said that due to the trees fragile root system the detention would <br />have to be moved to far so it could not be saved. However the willow tree will be saved as a focal <br />point. Mr. Malone questioned the landscaping around the hammerhead. Mr. Burlij said landscaping <br />would block headlights from the residents view. There are also 12 inch walnut and 20 inch cherry <br />trees that will be saved. Mr. Malone requested all white pine trees be replaced with Norway spruce <br />trees as life expectancy is longer. <br />Mr. Rerko asked if the new concrete island was for lighting. Mr. Burlij said that there is an existing <br />utility pole which must be maintained as it provides the entire sites electrical power. Mr. Rerko <br />asked if the detention basin would ensure that no storm water would leave the site and the proper <br />storm water calculations and plans were submitted to the engineering department. Mr. Burlij <br />indicated that storm water plans were submitted in accordance to City code. He advised that the <br />Assist Law Director brought up the issue of the County approving the street vacation prior to the <br />City however the County has advised them that the City must give their approval first. <br />Mr. Collins commented that the issue of the rehabilitation of Kennedy Ridge Road had not been <br />addressed but has been an outstanding issue for some time now. He suggested the matter needed to <br />be addressed administratively to be resolved. <br />Mr. Bohlmann questioned prior discussions of moving the detention basin as it was close to <br />residential property. Mr. Kleve reviewed that the option of moving the detention was looked at and <br />found that the best location for the basin is as proposed. There will be a new embankment and the <br />visual barrier was raised and landscaping added throughout so the neighbors will be buffered. Mr. <br />Goerndt reviewed that the mound will be moved inward 12 feet from the property line to allow light <br />buffering and sound buffering. <br />Councilman Orlowski inquired about the proposed fencing, size of plants, hammerhead area and <br />drainage. Mr. Burlij said the fence would be board on board and the arborvitaes would be 6 feet <br />when planted, 4 foot on center, grow to about 16 feet high and average 1 to 2 foot growth per year. <br />Mr. Kleve said the hammerhead was designed to buffer all headlights and the detention basin is <br />designed to slope to I-480 to make sure there will be no fall off or overflow towards residential <br />property. <br />Mr. Lasko questioned if the applicants intended to use Kennedy Ridge Road during construction of <br />the expansion. Mr. Kleve said no, they would only use the Brookpark Road entrance for the <br />expansion. The only time they may use Kennedy Ridge Road is during the creation of the <br />hammerhead. They will have a temporary construction fence throughout the duration of the proj ect. <br />Mr. Lasko reviewed that the outstanding issues are inaccurate drawings, easements if obtained not <br />accurately reflected on plans, approval of vacation plats, landscaping discrepancies and issues <br />pertaining to the lot split and consolidation plat. Mr. O'Malley advised the commission that they <br />could table the matter to ensure the issues brought up were accurately addressed prior to final <br />approval. Mr. Lasko felt that the applicants could address their outstanding issues and submit new <br />plans for the March 28th meeting in order to meet the April 15th deadline. He further advised that it <br />was beyond the purview of the commission to address the Kennedy Ridge Road issue. Those issues <br />will need to be resolved administratively not at the commission level. <br />J. Lasko moved to table the development plan ancl vacation, lot split & consolidation plat for <br />RTA Park and Ride Expansion at 5575 Great Northern Boulevard until March 28th.
