? 4. Vacation, Lot Split & Consolidation Plat for RTA: 5575 Great Northern Blvd. (WRD # 4) <br />The proposal is to vacate the end of Kennedy Ridge Road (0.6022 acre) north of the existing RTA <br />Park-N-Ride and to consolidate the vacated road with Permanent Parcel Numbers 236-13-006 <br />(approximately 0.25 acre) and 236-013-007 (approximately 0.79 acre). The consolidated area will <br />1 be used to expand the Park-N-Ride and will be 1.5329 acres. <br />The property is zoned B, Residence, Single and is located within the Public Facilities Overlay <br />District. The location is at the west end of Kennedy Ridge Road north of the existing Park-N-Ride. <br />2. N. O. Town Center 24954 Brookpark Rd: (WRD # 4) <br />Proposal consists of a sign package for buildirigs C& D. Note: Variances are required. <br />Mr. Lasko announced that the commission would only address the sign package for building C and <br />sign package for building D would be addressed upon the applicant's return. <br />Ms. Wenger reported rather than a tenant by tenant approach, the City recommended and the <br />applicant has agreed to propose all signage under one application. The proposed, signage for <br />building C is to accommodate three tenants. Signs are proposed to be placed on the south side of the <br />building which faces Brookpark Road and west side of the building. She believes the signs as shown <br />are appropriate for the site. <br />Mr. Conway said he would like BZA to approve a sign criteria/signage master plan so every tenant <br />within the site will not continually have to seek variances. He reviewed the discrepancies between <br />the written criteria and plans submitted and recommended changes. Current codes do not allow <br />signage along the back/north side of the buildings as they are visible to abutting residents. The <br />buildings arrangement on the lot also should be considered for adequate visibility of the businesses. <br />Mr. O'Malley commended the City and developer in creating a sign package although they are not <br />held to the master sign plan provisions of 1126. If the commission feels that the sign criteria, <br />although not meeting city codes, is a workable plan due to the site's uniqueness then the comrnission <br />should provide BZA recommendations pertaining to the variances required. <br />Mr. Kalina with Adams Signs and Mr. Joe Khouri with Carnegie Development addressed the <br />commission. Mr. Kalina said that the uniqueness, placement and visibility for the building were all <br />looked at in designing sign criteria for building C. The anchor/major tenant would be allowed 5 ft <br />lettering and all other tenants would be held to 4 ft lettering. He reviewed sign sizes and placement. <br />Due to the site only having one ingress/egress for the entire site the tenants have a minimal <br />opportunity for vehicles to see that they are located in the center. <br />Mr. Lasko said he understood that two wall signs were needed due to the placement and design of <br />both building C& D. However the variances being sought are so minimal he questioned why it <br />wouldn't be easier to just follow City code requirements when addressing height. After discussing <br />tenant sizes the commission felt anchor tenants warranted 5 ft letters and minor tenants should not <br />exceed 3 ft letters. The commission felt only two signs per tenant were warranted for this building. <br />Ms. Wenger said that the sign criteria will control the amount of signs on the site and give the City <br />the tools for controlling the total number of signs throughout the site. She requested paragraph D, <br />Directional Signage be clarified as to what would be on the directional signs and how many would <br />be necessary. The commission requested adding no tenant logo and or names will be allowed on any <br />traffic/directional signs and requested the applicant specify the number of traffic/directional signs for <br />the entire site in the sign criteria. <br />Mr. O'Malley requested paragraph F, Sign Drawings, end at the word transformer and a new <br />paragraph G, Sign Permits, be added and include remaining wording in paragraph F. The original <br />paragraph G would then become paragraph H, Installation and Maintenance. Mrs. Meredith asked <br />5
