Mr. Lasko moved, seconded by Mr. Malone, to recommend the Board of Zoning Appeals <br />grant COMS08-12: NOAC (Saab, Mercedes, Porsche) of 28545 Lorain Road an 18.9 foot <br />variance for existing front building setback and new canopy, code requires 75' applicant <br />shows 56.101, section 1139.07, which was unanimously approved 6-0. The recommendation <br />is based on the fact the canopy itself is negligible but the visual effect dramatic. <br />1VIr. Lasko moved, seconded by 1VIr. Rerko, to recommend the Board of Zoning Appeals <br />gi-nnt COMS08-12: NOAC (Saab,lVIercedes, Porsche) of 28545 Lorain Road a 125 foot <br />variance for distance between ground signs E& D, code requires 200 ft, applicant shows 75 <br />ft, section 1163.27A, which was unanimously approved 6-0. For reasons already discussed in <br />the number of ground signs. <br />Mr. Lasko moved, seconded by Mrs. Meredith to approve the proposal for COlVIS08-12: <br />NOAC (1VIercedes, Porsche, Saab) of 28545 Lorain Road which consists of demolishing an <br />existing building to create auto dealership inventory parking and building modifications <br />fo?- the Saab dealership conditioned upon the following: <br />1. Board of Zoning Appeals grants the required variances. <br />2. The first 1-foot of the Saab building will be masonry with stucco in lieu of EIFS. <br />3. The existing fence will be replaced with a 10 foot high wooden fence as discussed. <br />4. The front parking areas are to be labeled customer parking on the revised plan. <br />5. Lot consolidation approval. <br />The rrflotion was unanimously approved 6-0. <br />COMS08-13: NOAC (Lotus Dealership); PPN 234-24-006 (Lorain Rd): <br />Representatives: Bernie Moreno, owner; Denver Broolcer and Brendan Grady, Fonim Architects <br />Ms. Wenger said the proposal consists of constructing a new Lotus dealership and vehicle <br />storage on an existing vacant site. The proposed building will be constructed using block and <br />EIFS system which extends to ground level. She recommended using masonry in lieu of EIFS <br />along the base of building. Proposed landscaping is consistent with the plant varieties and design <br />of the Mercedes, Porsche and Saab dealerships. Briclc pavers will be installed along the right of <br />way and two curb cuts are proposed for internal circulation and vehicle deliveries. Plans show <br />cars displayed within the 75-foot front setbaclc, which requires a variance. The City's riparian <br />and wetland setbaclc regulations dictate the portion of property within the floodplain not be <br />developed, which is a sizable amount of the lot. <br />Mr. Mitchell said the proposed loading zone along the west side of the building is required to be <br />a minimum of 22 feet wide and plans show it at 18.5 feet. He recommended removing the first <br />parlcing space and display spot from the west side of the building to meet the width requirement. <br />He noted a variance for a second wall sign was needed. Mr. Collins requested Uriclc pavers in <br />lieu of stamped concrete. The proposed water quality control swale within the riparian setbaclc <br />will remain in a natural state and should not create any problems as long as it is treated prior to <br />reaching the underground detention basin which discharges into the southern portion of the site. <br />Mr. O'Malley recommended a detail review of any variance requested as the proposed <br />development was talcing place on a vacant lot.
