Mr. Moreno said the new Lotus dealership and North Olmsted Performance (car customization <br />division) building will be 4,100 square feet. The EIFS finishing system will be changed to <br />masonry with stucco around the base of the building and painted to match the EIFS. They will <br />reinove the first parlcing space and display area and use brick pavers in lieu of stamped concrete. <br />The reason for the front setbaclc variance is due to the riparian and landscape requirements. <br />Mr. Rerlco requested material samples and a color rendering. Mr. Broolcer said the building <br />inaterials are split-face block and EIFS with a color palette of darlc green, medium gray and a <br />light color. The east elevation is painted split-face bloclc only, west elevation is painted bloclc <br />and EIFS, as is south elevation which includes painted overhead steel doors. The north/front <br />elevation is painted split-face bloclc, EIFS and glass walls. <br />Mr. O'Malley cautioned that that BZD frowned upon buildings which were constructed mainly <br />of EIFS and encouraged the commission to address the amount of EIFS used. Mrs. Meredith <br />agreed with Mr. O'Malley's reference to the amount of EIFS used and recommended minimal <br />amount of EIFS use on the building. Mr. Moreno said most of the building is block and they <br />would use stucco at the base of the EIFS portions. Mr. Malone said he preferred briclc pavers as <br />well and noted the landscape plan was consistent with the Mercedes Porsche plan. However he <br />requested the landscaping continue along the east property between the building and sidewallc. <br />Mr. Moreno agreed to continue the landscape along east property line. <br />Mrs. Meredith said that although she understood the riparian restrictions hindered the <br />development possibilities for the site she believed that the display vehicles could be moved <br />inward to reduce the setbaclc variance. Mr. Brooker said that the display cars were aligned with <br />the parlcing areas of the adjacent lots. He noted that the owner would not be installing a ground <br />sign but using the displayed vehicles as a marquee. Mr. Lasko voiced his concern over the front <br />setbaclc as well and suggested limiting the number of cars in the front displays. Mr. Moreno <br />worlced with the commission to reduce display parking to four cars and extend the landscape bed <br />an additional 10 feet. The commission felt that with these changes, a setback variance of 40 or <br />35 feet would be acceptable. Mr. Laslco questioned the need for two wall signs. Mr. Moreno <br />said two wall signs were needed as there are two businesses housed in the building. <br />Mr. Hyla said there was currently a field and a creelc behind his home and questioned what <br />would abut his hoine once the site is developed. Mr. Moreno reviewed the plans with the <br />neighbor and showed that approximately 40% of the rear lot would remain in a natural state and <br />a 6-foot wooden fence would be installed along the perimeter of the site being developed. <br />Mr. Lasko moved, seconded by Mrs. Meredith, to recommend the Board of Zoning <br />Appeals grant COMS08-13: NOAC (Lotus Dealership) of PP# 234-24-006 Lorain Rd a 40' <br />setback variance for anerchandise displayed within front yard setback, eode requires 75' <br />applicant shows 35,' section 1139.07, which was unanimously approved 6-0. The <br />commission's recommendation is based upon there being no ground sign and the vehicles used <br />as a marquee. The placement of the display is positioned to be consistent with neighboring lots <br />and no adverse aesthetic issues will occur do to the variance being granted. The riparian setbaclc <br />requires a large portion of the property remain in a natural state.
