1. Remove the striping from the northeast corner and will not be shown as a parking <br />space. <br />2. Substitute the red maple with the Callery Pear tree of the same size on the eastern side <br />of the parcel towards the southeast corner; extend the planting bed on the west side to <br />buffer the propane storage. <br />3. Add stone coping to the dumpster enclosure <br />4. Add a double step out of EIFS at the top of the north elevation totaling eight inches. <br />5. There will be no outdoor display or sales to the public; the west side will be storage; <br />6. 12emove the man door and sidewalk from the east side of the building and adjust <br />landscaping plan proportionately. <br />The motion was approvecl 6-0. <br />COMS08-0003: T-Mobile; 29708 Lorain Road (Ward 1) <br />Proposal consists of the installation of a telecommunications tower. Note: A Conditional Use <br />Permit is required. A variance is required. Note: PDC tabled 02/27/08. <br />Ms. Wenger reported that the proposal consists of constructing a new cell tower and associated <br />site improvements for T-Mobile. Cell towers are permitted as a conditional use in the WTFO <br />subject to the requirements of 1151.04(b), and so long the base zoning is General Retail <br />Business, Industrial or Mixed Use. Therefore, the residential portion of the property must be <br />rezoned to General Retail Business. Furthermore, this property must be added to the City's <br />Wireless Telecommunications Facilities Overlay District. At T-Mobile's last appearance, the <br />Commission made a positive recommendation on the rezoning and inclusion of the parcel in the <br />WTFO, as well as the variance request. The remaining tasks before the Commission are to <br />review and make recommendation on the development proposal and review the standards and <br />make recommendation to City Council on the conditional use permit. The standards related to <br />the conditional use permit are outlined in 1118.03. <br />The Commission has several recommendations for changes to the development plans and <br />additional information, including explore enhancing the front landscaping, revise the landscape <br />plans to space evergreens twelve foot on center, submit a perspective of the tower including <br />future extension, eliminate the use of propane tank by using diesel generator, and eliminate the <br />proposed bollards. The applicant has submitted perspectives showing the visual impact of the <br />tower and has revised development plans to eliminate bollards, replace the propane tank with a <br />diesel generator, revise the spacing of the evergreens around the compound, and add landscaping <br />to the front yard of the property. A letter submitted by the Metroparks will be attached to the <br />minutes. <br />Mr. Conway said that the new landscaping is not shown to be landscaping. Also, the <br />Commission needs to determine if the landscaping around the shelter constitutes a dense buffer, <br />as required by code. Mr. Collins said that his memo regarding T Mobile from February 28, 2008 <br />still holds. <br />Mr. O'Malley reviewed federal law and local requirements related to cell towers.
