top of the masonry, a hip roof, and a dimensional shingle for the roof showing drainage, <br />which was unanimously approved 5-0. <br />COMMUNICATIONS <br />Ordinance 2008-6 <br />An ordinance amending Chapter 1163 (Signs) of the Zoning Code in order to provide new <br />regulations for temporary signs. Note: Ordinance was tabled on.l/23/08. <br />Ms. Wenger reported the Planning and Design Commission discussed the ordinance at the last <br />meeting and had concerns related to the lack of accounting for non commercial opinion signs on <br />non residential property, ambiguity in the design guidelines for temporary signs, and <br />enforcement of sign regulations and penalty provisions. Issues were also raised by the Chamber <br />of Commerce regarding terminology of business location, affixing temporary signs on permanent <br />signs, design/production requirements, and limitations on permit stickers. <br />Changes since the last meeting include addition non commercial opinion signs to the definitions <br />section and adding these signs on non residential property to the list of exemptions. Also, <br />location, design, and permit sections under the temporary signs sections were modified to reflect <br />the Commissioner's concerns. Non commercial opinion signs would be permitted on non <br />residential property, but in more limited quantity due to other avenues of expression. <br />The Chamber of Commerce was concerned about limiting the number of permit stickers to two <br />annually. Ms. Meredith feels two is enough to have for permits. Mr. O'Malley said this is a <br />manageable ordinance which can set standards for commercial signage. Some of the signage <br />used should be controlled and regulated with respect to the First Amendment rights. Ms. <br />Wenger will address the Commission's proposed changes with City Council during the <br />committee review process. <br />Ms Meredith moved to recommend approval of Ordinance 2008-6 with comment that the <br />temporary signage regulations will provide additional duration and quantity limits for <br />businesses to allow them to conduet their business in an acceptable manner, providing <br />additional tools of enforeement for the Building I)epartment, and will clean up the <br />appearance of the roadways, seconded by 1VIr.1VIalone, which was unanimously approved <br />5-0. <br />Orciinance 2008-17 <br />An ordinance amending sections 1139.01, 1145.01, and 1145.03 of the zoning code in order to <br />establish regulations providing for the location of recycling facilities and recycling collection <br />centers in the City of North Olmsted. <br />Ms. Wenger reported that this zoning amendment would permit recycling collection centers as a <br />conditional use in the general retail business district and recycling facilities and collection <br />centers as permitted uses in the limited industrial district. The zoning amendment was initiated <br />as a result of a recycling business that is interested in locating in the general retail business <br />district in the City.
