Mr. Hanson said Morris Cadillac acquired the site in November 2010 and the dealerships require <br />the facilities be brought up to their new building standards including exterior building materials. <br />The new building for Buiclc GMC will have its own service drive and bays. It was noted that all <br />construction will take place on the main parcel which includes a new masonry dumpster <br />enclosure. Any pavement area being renovated includes concrete curbing. The entire area along <br />Lorain Road will have all new landscaping and including brickscape in the treelawn. The <br />Cadillac building materials include limestone veneer along the front and side of the building. <br />The Buick GMC building will be white aluminum composite panel with a black accent panel just <br />above the storefront. The GMC entryway will have an arched down-lit feature. All wall signs <br />will be LED. The sides between the two buildings will have a split-face and smooth-faced CMU <br />system. The existing ground sign will be replaced with two ground signs. Mr. Peepers asked if <br />the existing auto body shop building would be addressed and Mr. Hanson said not at this time. <br />Ms. Wenger said a special permit is required for the existing Cadillac building which is non- <br />conforining. A variance is required for the two display areas along the front of the GMC <br />building as does the building itself for front yard setback. The GMC building setback is due to <br />lceeping the new building in line with the Cadillac building. The new Cadillac display area <br />encroaches upon the front setback requirement however not as much as the existing building <br />does. The front and side yard parlcing setbacks are an extension of an existing condition. The <br />chain linlc fence will be removed along the east property line and specific areas replaced. Due to <br />the existing condition of the narrow vacant lot irrigation is not possible along the new vehicle <br />display area to the east, however it doesn't answer why the rest of the site isn't irrigated. <br />Lighting variances being sought are minimal for a dealership. The variance for two additional <br />wall signs for Cadillac building consists of two Cadillac and one service sign, due to the building <br />orientation to the street one wall sign would not be visible from both directions. The Buick <br />GMC request for three additional wall signs is to identify the service area, dealer and <br />manufacturer. Mr. Parry thought the display area should be placed to code by modifying the <br />landscape area. Mr. Malone said he was in favor of the display variance due to the amount of <br />landscaping being used to enhance the corner. <br />Mr. Gabriel questioned the hours of construction. Mr. O'Malley said there are city codes which <br />regulates the hours for construction operation. Mr. Gabriel asked if the auto body shop was <br />being expanded or improved upon and Mr. Hanson said no. Mr. Gabriel said foul odor from the <br />auto body shop was an issue in the area and Ms. Meredith suggested the neighbor file a <br />complaint with the building department. <br />Ms.ldIeredith moved, seconded by Mr. Malone, to recommend the BZA grant a special <br />permit to add to a non-conforming building to CMS11-19: 1Vlopris Cadillac of 26100 Lorain <br />Road, which passed 5-0. <br />Ms.1VIeredith rnoved, seconded by Mr. Peepers to recommend the BZA grant CMS11-19: <br />Moa-ris Cadillac of 26100 Lorain 12oad variances as listed based upon Ms. Wengep's <br />recommendations pertaining to building and zoning setbacks, lighting being minimal and <br />signage due to owner and dealership recognition. The setback variances are minor. The <br />development provides a new building and front facade which enhances the area therefore <br />the variances are warranted, vvhich passed 5-0. <br />4
