color will dictate what is repainted. Mr. Rerko asked that the entire EIFS area be repainted. If <br />the building review shows a door is required then the door should be a solid hollow metal door <br />painted to match the masonry color. He had no objections to the dumpster enclosure gates being <br />vinyl to match the new fencing. Mr. Malone said if the plan includes replacing dead plants, <br />mulching and properly maintaining existing vegetation then the only request would be to add <br />daylillies and mulch to the northwest bed. Mr. Bohlmann felt the existing sign poles and <br />bollards should be removed. The Lorain asphalt curbing is in poor condition and should be <br />repaired or replaced. Mr. Parry questioned the use of the sidewalk to get the children to the <br />playground as the plan shows the sidewalk is the neighbors. Ms. Warner said there is an <br />easement between the two properties. A discussion ensued pertaining to installing a door to have <br />direct access to the playground from the building and the possibility of installing a window along <br />the back. Mr. Bohlmann said the door to the playground should be a half or full glass door so <br />there is visibility from within the building. Ms. Warner said she would install a door from the <br />building to the playground and look at making it either full or half glass. Mr. Peepers suggested <br />a picture window so staff can have a line of sight to the play area. Ms. Warner said a window <br />would create a safety rislc for the daycare. Mr. Parry noted the two parking spots were abutting <br />the playground fencing and requested a bollard be placed in front of both parking spaces to <br />ensure no car can drive into the fence. In reviewing the conditional use permit requirements the <br />commission's findings for (A) through (F) were affirmative. Mr. Parry suggested a condition <br />that there is to be direct access to the playground from the back of the building for safety. <br />Ms. Meredith moved, seconded iby Mr. Malone, to approve the conditional use permit for <br />CMS11-16 Bee My Baby of 23789 Lorain 12oad, having found the proposal meets the <br />criteria listed in Chapter 1118, anci further with the conditions that there is to be direct <br />access to the play ground from the back of the building which passed 7-0. <br />Ms. Meredith moved, seconded by Mr. Malone, to approve the development plan for <br />CMS11-16 Bee My Baby of 23785 Lorain Road, with the following conditions: <br />1. Install bollards between new parking spaces and fence. <br />2. Repair or replace and paint damaged EIFS areas, if paint can not be matched all EIFS <br />is to be repainted. <br />3. Mulch and daylillies are to be added to the northwest planting bed. <br />4. Sign posts and bollards are to be removed. <br />5.
