Mr. Conwa.y indicated CEI is and <br />directly to the west of that is the beginning of the limited industry district. The actual easement <br />area is zoned general retail area. Mr. Asseff aslced Ms. Fox to review the box's that would Ue <br />placed at the bottom of the tower. Ms. Fox suggested the ca.binet would house the equipment <br />to make the antenna work, there are five cabinets, three of them will have equipment in them <br />and two will be for additional growth. Mx. Tallon asked how many antennas could be placed on <br />this specific CEI tower, Ms. Fox asked if N1r. Tallon was referring to the amount of carriers or <br />as far as their company could add. Ms, Fox suggested there are two to three antennas on a <br />triangle so only one carrier can occupy this tower. Mr. Tallon indicated he was asking if LCC <br />would be placing any more antennas on this tower besides the three they are proposing. Ms. <br />Fox suggested they would not be adding to the tower. Mr. Brennan questioned the cabinets <br />being vandalized and aslced if a fence should be placed around the cabinets. Ms. Fox indicated <br />CEI will not allow us to erect a fence and we are not to worried about them as they will be <br />loclced. Mr. Spalding questioned if the tower was located at the substation or on i:he easement. <br />Ms. Fox suggested the tower will be located right outside the cloor of the SL117Stc1t1011. IVI]'. <br />Brennan questioned if Ms. Fox's companies intent woulcl be to comply with all the conditions of <br />the ordinance. 1VIs. Fox responded "yes". Mr. Brennan aslced then there will be underground <br />feeds going to your cabinets. Ms. Fox again responded "yes". Mr. Conway suggested the way <br />the ordinance is currently written, and aslced Mr. Dubellco to correct him If he was wrong, if <br />you attach to an existing stnictur•e which this is, you can not protrude above it, and this will be <br />five feet above the structure. This is not an independent tower it is fixed to the existing <br />stnictul•e so that inay be a slight deviation from the code as it is currently written. Mr. Dubellco <br />suggested he was not sure if it was a tower in itself or if its just an antenna. Ms. Fox indicated it <br />is a pole up the iniddle of the existing tower that takes the cabling to the antenna. Mr. Dubelko <br />suggested that it may be considered a tower in itself. 1VIr. Conway suggested he had questioned <br />the LCC and it can not stand independent it relies on the CEI stntcture itself. It is affixed to the <br />tower, that is something that will have to be looked into. How do you affix something to <br />somet]Zing without it being a few feet higher for clearance. Mi-. Conway suggested that may be <br />something the Commissioners may want to address when they review the ordinances later in the <br />meeting. Mr. Tallon aslced if there were any audience members that had questions regarding the <br />case. Mr. Stawiclci a concerned neighbor questioned how hig11 the antenna would be on the <br />tower, and commented if it is to Ue placed around the tower a fence should be placed arotind it <br />as ]cids could play and get hurt. The cabinets will be at the Uottom of the tower, and a fence <br />should be put around the cabinets. If lighterling hits the antenna it will travel down the pole in <br />the middle of the tower and if children are near it they could get hurt. Mr. Conway indicated in <br />the ordinance there is a section that indicates the enclosures have a fence around them. Mr. <br />Koeth reviewed that the CEI tower itself is 109' feet and the antenna will Ue 5' feet higher then <br />the top of the tower. Mr. Asseff asked what the voltage inside the cabinets would be. Ms. Fox <br />indicated she didn't lcnow what the voltage would be. Mr. Paulot suggested 11e understood it <br />would be very convenient for the applicants putting in the antenna, but if you travel along the <br />road of the country side now all you see is towers, why does it have to be placed in this tower. <br />There are cables all over this area now, the poles are draped throughout the City. Mr. Tallon <br />asked Mr. Dubelko to explain the communications act so everyone understands why this is <br />happening.
