increase in traffic flow, Mr. Papandreas reminded the commissioners that the traffic study for
Media Play showed 832 trip ends, now with Giant Eagle their will only be 835 trip ends. Their
commitment speaks for itself and they've tired to have something that the city can be proud of .
Mr. Papandreas reiterated this is not a super store and they also helped to get Walmart to
move to its present site. He suggested this is an upscale shopping center, and upscale retailing
one that has good neighborhood use. He indicated to commissioners they were there asking
for a review of the elevation, noise levels, screening of rooftop units and concerns of the
exterior. He indicated to the commissioners they have a building permit and they do not need a
variance. He is asking for approval and the Planning commission can add neighbors concerns
to the motion if they want. W. Tallon questioned Mr. Papendreas in regards to a truck
delivery route sign. Mr. Papendreas indicated there was a 2 by 3 sign but when he looked it
was gone but it will be replaced. W. Tallon strongly suggested to Mr. Papendreas to take
care of the Circuit City issue. Mr. Papandreas answered he had already placed a call to them
and Circuit City is investigating the complaints. Mr. Spalding indicated that Ms. Jones told
them there were two entrances in the Giant Eagle store on Center Ridge Road in Rocky River.
Mr. Spalding ask Mr. Papandreas if he could recall saying there could only be one entrance in
the Rocky River store. Mr. Papandreas indicated he said there were two entrances on either
side of vestibule. Mr. Spaulding asked again if there were two separate entrances at that
location . Mr. Papandreas indicated that their was indeed two entrances one hundred feet apart
verses eighty feet apart in the Giant Eagle in Water Tower Square. Mr. Crook then ask if he
could clarify that the Rocky River Giant Eagle has an entrance vestibule with two entrances
which is where you get your carts and then walk through produce. Then right after you check
out there is a vestibule with two exits. Mr. Spalding questioned why the Giant Eagle at Water
Tower Square can't be same. Mr. Crook indicated the concept is same one common vestibule
with exit and entrance. Mr. Spalding can't understand why they can't have two separate
entrances and two exits right now they have the Sports Mart entry they could use. Mr.
Spalding indicated he will keep harping on this from a safety concern. Mr. Papandreas stated
the vestibule is to limit unsafe traffic they felt the one common entrance and exit was better.
W. Asseff questioned why Giant Eagle can't understand the need for them to be here as it
would be in their best interest as a good neighbor and that Mr. Papandreas shouldn't have to
deal with all the questions about noise and truck loading schedule. Mr. Papandreas indicated
he would try to persuade Giant Eagle to come to the Board of Zoning and Development
meeting. Mr. Tallon questioned Mr. Crook if he worked for a private architectural firm or
Giant Eagle, Mr. Crook indicated he worked for an architectural firm working for Giant
Eagle. Mr. Tallon indicated that Mr. Crook would see why he asked the question when he
made his statement. Mr. Tallon indicated the Planning Commission was taken aback by the
fact Giant Eagle didn't come to the meeting to take comments and questions, they have created
enemies and non-customers and it makes him wonder how long they would be in business. W.
Tallon indicated that the proposal would be taken on its merits as do all proposals, the truck
delivery signs are to be posted, noise ordinance must be met, in regards to rodents these
buildings are inspected by the health department and if residents see any they are to contact
inspectors immediately. Mr. Tallon strongly suggested to W. Papandreas that because of
Giant Eagles nonappearance that there would be a lot of people and eyes watching them so
they had better comply.
Mr. Tallon made a motion to accept Water Tower Square Giant Eagle, 27524 Lorain Road
proposal which consists of renovating a portion of the exterior front facade of the existing
7
