Mr. Koeth stated the problems are the pond is to close to Brookpark <br />Road, a 4 ft. fence has to be placed around it, it's located close to people which means things <br />will be thrown into the pond, and you will have a hard time just trying to keep it clean. A <br />pond 45 ft. away from the main traffic will serve no purpose. Just extend the underground <br />detention system along the entire area. Mr. Bower asked about a dry detention basin above <br />ground. Mr. Tallon stated through out the City what we try to maintain is underground <br />detention for many reasons, one being safety. We understand they are more expensive on <br />your part, and that is unfortunate. It is not a matter of one or the other it is the above ground <br />that we are not interested in. Mr. Bower asked Chairman Tallon, if the board could pass them <br />on tonight to the architectural review board meeting with the plans as they are. Then we <br />could get the opinion of the Architectural review board as well as the engineering departments <br />before making the changes. Mr. Tallon stated we are making recommendations and won't <br />finalize anythiug until we hear from our engineering department. Mrs. O'Rourke asked Mr. <br />McGettrick, why do you have your porch, and rocking cha'irs facing a parking lot. Is there <br />any way you could put your sitting area in the back. W. McGettrick suggested the interior <br />courtyard will be developed, and as architects we have asked this question our selves. These <br />folks don't get out much so if there is something going on in the front of the building it is a <br />major event, we could build Las Vegas in the middle of the courtyard and no one would go <br />there. We have learned from the past that the residents like to be in the front were things are <br />going on. Mr. Tallon asked if the parking lot in the rear of the building would be used for <br />employees. W. McGettrick answered we are anticipating it be used for employees for the <br />first stage. Mr. Tallon asked what do you mean by anticipate they will use it. W. McGettrick <br />asked what does it xnatter if they do or not. Mr. Tallon suggested if you have employees <br />coming to work at all hours of the day and night the front parking lot abuts the neighbors back <br />yards. The lights from the cars, and the noise from the doors opening and closing would be <br />annoying. Therefor if you have your employees use the back parking lot these annoyances <br />could be avoided. Mr. McGettrick stated that is were we are encouraging them to park. Mr. <br />Tallon stated I'm going to encourage you to mound the front parking lot with landscaping so <br />it will shield car lights at night and buffer the sound of car doors. Mr. Tallon stated the board <br />will take a 5 minute break to allow the audience members time to review the newly submitted <br />plans. Mr. Wasmar of Mastick Road stated he had a few questions. An Assistant Living <br />Facility means the State has to be involved, has the State approved or been involved with the <br />type of building that is being built here. Mr. O'Neil came forward to answer the question, <br />after you have received an occupa.ncy permit from the City, the State requ.ires 60 to 90 days <br />notification prior to requesting the first license visit of the facility. Mr. Wasmar asked doesn't <br />the State have to know you are building an Assistant Living Facility so they are prepared to <br />approve it or not. Mr. O'Neil stated currently there are no requirements for any advanced <br />notice of construction, there is only for nursing homes. Mr. Wasmar stated he didn't know <br />the difference between a Nursing Home and an Assistant Living facility. Mr. Koeth asked Mr. <br />O'Neil to clarify exactly who will be living in Wellington Place. Mr. O'Neil stated the type of <br />people that will live in this facility will be those who require assistance with daily living. <br />These people who may have lived in a home, an apartment, or a single family dwelling find <br />that they can no longer take care of themselves regarding eating, bathing, and dressing. They <br />may only have problems with transportation, or a physical limitation that requires medical <br />attention that you or I could handle such as a diabetics daily injections, and these people don't <br />3
