<br />-1.Z. <br />requue the confinements of a nursing home. The State has recognized this type of facility and <br />reclassified the type of licensing they have on these residential care facilities, they used to be <br />called Rest Homes, Congregant Care, as well as many other terms that are used. Assisted <br />Living is the most adopted one that we see in our area. The license classification that was <br />originally classified as Rest Homes have changed a few things, it permits more nursing care to <br />be performed in these facilities. This facility will have license Practical Ntuses around the <br />clock. There will be a Dietary manager, Nursing manager, an Administrator, Adrnissions <br />people, an Activity department, Maintenance, and Housekeeping. One who lives here can <br />expect to receive housekeeping on a weekly basis, meals three times a day, snacks offered <br />around the clock, 24 hour nursing care, and one's health status to be monitored very closely. <br />Mr. Wasmer questioned, is the builder going to run the operation of the facility or will a <br />corporation be set up to run the operations. Mr. O'Neil stated my family and Mr. Bowers <br />family are in an arrangement of 50150 ownership obviously. Mr. Bower has built before and I <br />have operated before and those are the extent of our area's of responsibility. Mr. Wasmer <br />asked, then it is going to be run by the two of you, is that the idea. Mr. O'Neil stated the <br />structure is a limited liability company. Mr. Wasmer stated now we are talking about a <br />business, before they called it apartments and condo's that the builder would sell or rent out. <br />Now it is a business like a gas station, or hospital and I'm not sure that is what the neighbors <br />want or expected far the use of that property. There will be people working there in shifts <br />which means a lot of traffic between 6:00 A. M. to 7:00A. M. and again at 10:30P. M. to <br />11:00 P.M.. I bring this up because it is important to the neighbors as the head lights and <br />doors slamming at those hours will effect them. To address the retention pond if it is a wet <br />retention pond something has to hold the water in. I'm not sure what your engineer plans on <br />using, soil, a lining, cement, or is that not important to you. From experience of living there it <br />is sandy soil and very swampy, and has been for the past 50 years. There is a lot of water built <br />up in that area and the commission should be aware that there is going to be a lot of retention <br />problems and I ask that they look at that very closely. Mr. Tallon stated, to answer you a <br />little bit Mr. Wasmer before anykhiug is approved it will have to go through the North <br />Olmsted engineering department and will have to meet all the standards. Mr. Mingus from <br />Clauge Road came forward with questions. Mr. Mingus asked if trees would be removed. <br />His backyard abuts the property and if the trees are suppose to stay, then how can the mounds <br />be made without removing the trees. If the trees are removed then there will be no buffer for <br />noise or lights. 480 is only about 100 yards away and this will be a three story building were <br />people want to retire and live, there will be nothing to buffer the noise or fumes. How many <br />phases or buildings will be built, how many units will be put in, what is he allowed, and is <br />there a limit to how many he can build on this lot. Mr. Wasmer is concerned about odors <br />coming from the kitchen being in use 24 hours a day. Mr. Troibner stated this area is zoned <br />for muti family dwelling, is Wellington considered a multi family dwelling. Mr. Conway <br />stated this use is permitted in this district. Mr. Troibner asked how many full and part-time <br />employees will be.hired. Mr. O'Neil suggested the minimum number that we have planned for <br />so far is in the neighborhood of 20 to 25 full time employees. Mr. Troibner asked how many <br />part-time employees and what is the maximum amount on the full-time. Will you have people <br />with Alzheimer's disease living here. Mr. O'Neil stated that is possible. Mr. Toibner voiced a <br />concern about people with Alzheimer's disease living at this. facility. He has spoke to other <br />facility's and was told that there has been cases of patients with Alzheimer's disease <br />4
