<br />.r <br />wondering off Surrounding neighbors find them wondering in their yards at all hours of the <br />night. Will there be delivery txucks arriving at this place every day of the week. Mr. O'Neil <br />stated delivery trucks don't run on weekends. Mr. Toibner stated my drive-way is right <br />across from you and this does not appeal to me at all. I u.nderstand that ambulances are called <br />to these assistant living places a lot. Mr. O'Neil suggested he had spoke to the Safety <br />Director for the City and was told the ambulance ruus for faciliries with round the clock <br />nursing has less calls. Mr. Toibner asked if there were going to be daily bus tours at the <br />facility. W. O'Neil stated there will be activiries for the residents and they will use 15 <br />passenger van or a mini bus to go to different events. Mrs. Mingus came forward and said <br />one of her concerns is in case of a fire you will have senior's in wheelchairs, using walkers, or <br />a cane. I'm sure you will have an elevator for them, but during a fire it can not be used so <br />how would they get out from the second or third floor safely. Mr. McGettrick suggested this <br />building will be built as an 12 and that is a classification we; chose. It will be fully sprinkled <br />and smoke detector's m every sleeping room and living room as well as every 30 feet in the <br />ha1L There are also smoke compartments as well as fire compartments, it is a very safe <br />building. Mrs. Mingus suggested she worked in an Assistant Living Facility in the Columbus <br />area. I'm confused on your definition it sounds like you are describing what we would call a <br />Nursing Home not an Assistant Living Facility. Mr. McGettrick stated we would be licensed <br />as stated by the State of Ohio, a Residential Care Facility not as a Nursing Home. Mrs. <br />Mingus stated I worked in an Assistant Care Facility and there were no full-time nurses. As a <br />worker we were not allowed to help up residents who fell and could not get up on their own, <br />we were required by State law to call 911. That is a lot of noise for this area and what kind of <br />strain is that going to put on our emergency system. Having dealt with Alzheimer's patients <br />who are in the early stages which I'm assuming, that is all they are equipped to handle. In the <br />evenings we frequently had neighbors, and police call about our residents in their backyards <br />picking their flowers, or they were found walking along the highway not knowing were they <br />were. I don't want these people in my yard. As for the storm sewer that runs under <br />Brookpark Road is that the same storm sewer that our yards use. Mr. Deichmaun stated I <br />have not seen the plans so I'm not sure. Mrs. Mingus stated my yard is flooded from <br />September to May and now you are going to replace what is there now with bu.ildings, <br />cement, and asphalt so my yard will be that much worse. If they tie into our storm sewer <br />what is going to happen to our basements. Mr. Tallon stated by City Code when a <br />development is put in it has to take 110% of the water off. Mr. Deichma.nn stated the <br />ordinance requires that they determine the ruu off from a 1 year storm and their limited to an <br />outflow of 90% of that, they also have to determine what is the critical storm most sites of <br />this size ruu critical storms of 50 to 100 years. They have to accommodate any water that falls <br />on their property, it has to go into their own retention system. If they have any adjoining <br />property that would drain onto them naturally. They also have to except that water so when <br />they build they will not be shedding any additional water on the surface. The retention system <br />will reduce the runoff to less then what it is now. Mrs. Mingus asked if they place a mound <br />behind my property how is that going to be drained. Mr. Deichmaun informed the audience if <br />a landscape mound is placed along their property line they would also be required to have <br />yard drains on the far side of the mound. Mrs. Ni'ingus stated then you are talking about a <br />ditch of standing water. That will always be along the back edge of my property. W. <br />Deichmaun suggested it is what we would call a swale, it is not a pond it just rounds the <br />5
